1. The beaches are not crowded shoulder to shoulder 24 hours a day. At some point, there’s other things to do.

2. A GTA 6 patent says, NPC’s will travel their own paths. Basically, thinking for themselves.

3. This video is confirmed to be at the edge of the beach as well by one of the mapping project members. Every square inch of the beach is not covered with people all the time. It fluctuates.
