We’re selling ourselves short by discussing use of force policy. We have to get beyond that. Police state policy is a facade, sanctioned because it can be wholly ignored and manipulated.

When I was a prosecutor, I wasn’t allowed to charge a Phoenix PD officer who threatened to kill the mayor if she defunded the police.
