I checked President Joe Biden's pardon list and did not see Zalmay Khalilzad's name on it. A suspect criminal seems to be missing from it. If you were to conduct a deep dive into Azizi Bank and AWCC, you might find Khalilzad secretly benefiting from both of them, by abusing his power.
