@NiohBerg That's not the way it works in Spain. Several parties formed a coalition based on the number of seats in their congress. The leader of the PSOE is the president because these parties make a pact: PSOE, PSC, Sumar, ERC, Junts, EH Bildu, PNV, BNG, CCa.
