there are many definitions of "formal" - there's correctness, but also correct specs can result in deadlocks (i.e. you local spec doesn't model check well) and then other tasks have their own definitions of formal - cryptographic protocols want some guarantees on the lifecycles of secrets and key materials but also want formal guarantees on the underlying cryptography (a lean proof doesn't mean the implementation in C or Rust is correct).
we atm use different tools for all these (and they are very different concepts). my guess is the languages don't change much underneath but humans move to TLA+, Lean etc. (assuming they care to know what is even going on underneath).
