They are going straight to the choke points in the value chain: ASML, NXP and their Tier 1–2 suppliers in Eindhoven, not just chasing foundries.

They are selling a concrete offer: up to 50 percent central subsidy plus 20–25 percent state support, with eight projects already underway and Tata’s multi billion dollar fab as proof of seriousness.

They are riding geopolitics intelligently: Dutch firms need “China plus one” options due to US–China export controls, and India is positioning itself as the scale, talent and rule-of-law alternative.

They are aligning timing with a deeper strategic partnership push, so this trip is deal-origination before the big political announcements.

This is what good industrial policy looks like: targeted diplomacy, hard incentives and clear sectoral focus, not another slogan.
