The FCC banned cell phone use 35 years ago worried about cell towers interference. In 2013 they tried lifting that rule — but there was massive backlash against removing the rule, people didn’t want a plane full of loud talking passengers, and airlines and flight attendants heavily opposed it too. So the FCC gave up on removing the rule.
