In recent days, amid the escalating exchanges of fire between Israel and Hezbollah, the U.S. Secretary of State has been working to advance a ceasefire framework through talks with Prime Minister Netanyahu and Lebanese President Joseph Aoun.
A U.S. State Department spokesperson told us early yesterday morning—just hours before Netanyahu and Defense Minister Katz threatened strikes in Beirut—what framework was on the table:
“The United States proposed a clear sequence: Hizballah must stop all attacks on Israel. In return, Israel would refrain from escalation in Beirut.”
In the end, after the threats and the phone calls, this is precisely the framework that emerged. Moreover, the Prime Minister’s Office confirmed to us an hour before the call with President Trump that “the Americans are aware of our intention to strike in Beirut.”
Whether there was misinformation regarding the severity of the crisis during the conversation with President Trump—where the Americans may have been comfortable with the threat but less so with carrying it out—the reality is that we have arrived at the same point: Israel continues operating deep inside Lebanese territory, while Hezbollah is expected to cease fire on Israel.
However, there is a major loophole: this arrangement implicitly allows Hezbollah to continue firing at IDF forces, both inside Lebanon and potentially against Israeli forces operating across the border. At present, there is no clear answer to this issue, nor has it been addressed by either the Prime Minister’s Office or the Defense Minister’s Office.
Israeli officials say: “We have created a new equation.” But it is an incomplete equation—far from a perfect one.

IDF: Terrorist Involved in the Abduction of Hersh Goldberg-Polin Eliminated
The IDF announces the elimination of Yousef Ayash Awad Ramadan, deputy commander of a Hamas Nukhba terrorist cell, who participated in the October 7 massacre and the abduction of Hersh Goldberg-Polin, Eliya Cohen, Alon Ohel, and Or Levy from the roadside shelter at the Re'im Junction.
According to the IDF, Ramadan was killed in a strike in central Gaza after continuing to advance terrorist attacks against Israeli civilians and IDF forces during the war, posing an immediate threat.
The IDF says it will continue operating to remove any immediate threats to Israeli citizens and troops.

“Prime Minister Netanyahu and I, together with the IDF, led a move aimed at establishing a new equation: Beirut’s Dahiyeh district will be treated the same as Israel’s northern communities. If Israeli towns continue to come under attack, we will evacuate and strike Beirut’s Shiite Dahiyeh district, Hezbollah’s main stronghold. We issued public warnings and the IDF published an evacuation notice. The immediate result was the evacuation of hundreds of thousands of residents — 600,000 out of 950,000 by last night — creating significant pressure on Hezbollah and the Lebanese government.”
“The United States endorsed this principle and conveyed it to the Lebanese government and all relevant parties. The test of this policy will become clear in the coming days: either the attacks on Israeli communities stop, or if they continue and we strike Dahiyeh, the equation will have been enforced. Katz added that Israel’s policy in Lebanon remains unchanged: maintaining a security zone to protect northern communities, continuing operations against Hezbollah throughout Lebanon, and pursuing the long-term goal of disarming Hezbollah. He stressed that Israel will not return to the pre–October 7 security reality and will continue acting proactively against threats in Lebanon, Syria, Gaza, Iran, Yemen, and wherever necessary.

At a farewell ceremony for outgoing Mossad Director David Barnea, Prime Minister Benjamin Netanyahu declared:

If indeed Israel is free to continue and operate against Hezbollah in south Lebanon while Hezbollah stops all attacks on Israel, this isn't as bad as it seemed initially. However, Netanyahu only speaks on attacks against cities and citizens - what about attacks on Israeli troops? will Israel continue to operate deep inside Lebanon to fend off Hezbollah and eliminate its weapons? This doesn't solve the group from re-arming and growing in its strongholds

IDF ground op in Beirut according to President Trump ? I can confirm, according to two different security sources, that no IDF ground operation was underway at any point today, nor yesterday, in Beirut...An Israeli security source told me tonight "if you want to shoot, so shoot. Don't talk"...

Ten hours after the Netanyahu announced Israel's intention to strike targets in Beirut’s southern suburbs in response to Hezbollah fire, no strike has taken place.
Instead came a phone call from President Trump urging Israel to halt the operation.
The move comes amid a major U.S. effort to prevent further escalation between Israel and Hezbollah, amid fear of complete collapse of negotiations over the Iranian issue.
If, at the end of the day, Israel’s leadership is unable to carry out a publicly declared policy aimed at protecting its troops and civilians because of direct pressure from the American president, what message does that send to Hezbollah and the region?
