There is no doubt that council policies and the friction they have introduced to disposing of waste is a core problem. But the other key problem is that their is no sanction on councils for making waste disposal so difficult.

Littering is primarily about a total and utter lack of personal responsibility. But shamefully, excuse-ridden Councils have given up on trying to combat the problem. @localgoveditors
