Case Registered Against AP IPS Officer Sunil Kumar in Telangana Over Dowry Harassment Allegations
​HYDERABAD, INDIA —

A formal case has been registered by the Telangana Criminal Investigation Department (CID) against senior Andhra Pradesh IPS officer Sunil Kumar. The action follows a legal complaint lodged by his wife, who has accused him of ongoing harassment and demanding additional dowry.

Following a review of the complaint, the Telangana CID police have booked the senior official under several stringent legal provisions:

​IPC Section 498(A): Matrimonial cruelty and harassment by a husband or his relatives.

​IPC Section 506: Criminal intimidation.
​Dowry Prohibition Act (Sections 3 & 4): Penalties relating to the giving, taking, or demanding of dowry.

According to official reports, the complainant recently approached the Telangana Director General of Police (DGP) to detail the alleged harassment. Acting upon the explicit directives of the Telangana DGP, the case was formally handed over to the Telangana CID.

​The Telangana CID police have officially commenced a thorough investigation into the matter to verify the claims and determine the next legal course of action.

ఆంధ్రప్రదేశ్ కాంగ్రెస్ కమిటీ (APCC) నాయకుడు గెడ్డం వల్లభ్ శ్రీరాజ్ (జీవీ శ్రీరాజ్) రామచంద్రాపురం రెవెన్యూ డివిజనల్ అధికారికి (RDO) అధికారికంగా ఒక వినతిపత్రాన్ని సమర్పించారు. భారత రాజ్యాంగంలోని ఆర్టికల్స్ 25 నుండి 28 వరకు పొందుపరిచిన లౌకిక స్ఫూర్తిని స్థానిక పరిపాలనా యంత్రాంగం కచ్చితంగా పాటించాలని, 1950 నాటి ప్రెసిడెన్షియల్ ఆర్డర్‌లోని వివాదాస్పద అంశాలను ప్రస్తావిస్తూ, పాత పరిమిత కార్యనిర్వాహక ఉత్తర్వులను బలవంతంగా అమలు చేయవద్దని ఆయన ఈ వినతిపత్రంలో కోరారు.

​దళిత క్రైస్తవ సమాజం సుదీర్ఘకాలంగా ఎదుర్కొంటున్న రాజ్యాంగపరమైన పోరాటాన్ని ఈ వినతిపత్రం ప్రముఖంగా ప్రస్తావించింది. అంతరాత్మ సాక్షిగా నచ్చిన మతాన్ని స్వీకరించే స్వేచ్ఛను, విశ్వాసాన్ని కలిగి ఉండటం వల్ల, ఒక వర్గానికి రాజ్యాంగబద్ధమైన రక్షణలను నిర్మాణాత్మకంగా నిరాకరించకూడదని ఆయన స్పష్టం చేశారు.

​ఇటీవలి శాసనసభ చరిత్రను వ్యూహాత్మకంగా ఉదహరిస్తూ శ్రీరాజ్ ఒక కీలక విషయాన్ని గుర్తుచేశారు. గతంలో న్యాయస్థానాల తీర్పుల వల్ల షెడ్యూల్డ్ కులాలు, షెడ్యూల్డ్ తెగల (అత్యాచారాల నిరోధక) చట్టం (SC/ST Atrocities Act) బలహీనపడినప్పుడు, భారత పార్లమెంటు వెంటనే జోక్యం చేసుకుని, ఆ చట్టానికి పూర్తి రక్షణ శక్తిని పునరుద్ధరించడానికి ఒక సవరణను తీసుకువచ్చిందని ఆయన పేర్కొన్నారు.

ప్రస్తుత ప్రభుత్వంలోనైనా లేదా రాబోయే ప్రభుత్వంలోనైనా దళిత క్రైస్తవుల విషయంలో కూడా ఇటువంటి శాసనసభ పరిష్కారం పార్లమెంటు సార్వభౌమాధికార పరిధిలోనే ఉంటుందని శ్రీరాజ్ నొక్కి చెప్పారు.

8th june Andhra Pradesh Congress Committee (APCC) leader Geddam Valbbh Sri Raj (GV Sri Raj) has submitted a formal representation to the Revenue Divisional Officer (RDO) of Ramachandrapuram. The memorandum calls upon local administrative authorities to strictly uphold the secular spirit of the Indian Constitution under Articles 25 to 28 and to refrain from enforcing restrictive legacy executive mandates, specifically referencing the contentious elements of the 1950 Presidential Order.

​The representation highlights the long-standing constitutional struggle of the Dalit Christian community, asserting that freedom of conscience and the right to profess one's faith should not lead to the structural denial of constitutional protections.

​Drawing a strategic parallel to recent legislative history, Sri Raj pointed out that when judicial rulings previously diluted the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, the Parliament of India actively intervened by passing an amendment to restore the Act's full protective power. Sri Raj emphasized that a similar legislative remedy is entirely within the realm of parliamentary sovereignty for Dalit Christians, whether under the current administration or a future government.

Speaking on the submission of the memorandum, APCC Leader GV Sri Raj stated:

​"Our appeal to the administrative machinery is simple: remain steadfast as custodians of the Constitution, not as instruments of political agendas. History has shown us, notably with the Atrocities Act, that Parliament has the power and the duty to intervene when the rights of the marginalized are compromised

Submitted a formal memorandum to the RDO, Ramachandrapuram demanding absolute administrative neutrality and the strict protection of religious freedoms under Articles 25-28 of the Constitution.
​Local officials must not fall into political traps or use legacy executive orders to target Dalit Christians.
​Just as Parliament sovereignly intervened to protect the SC/ST Atrocities Act when it was diluted, the legislative path to justice for Dalit Christians remains fully alive. Whether under this govt or the next, Parliament has the supreme authority to override outdated mandates via ordinance and restore historic equity.
