Parliament cannot be stopped by reviewing the panel report. There is precedence to this when section 194 committee was in session. Digging their own graves now they fall into them. Below is a case where he tried to review the report directly to Concourt.
Speaker must refer the panel report to the Impeachment committee. Even interdicting the report won’t help.
