Why not work with the state. Use the state apparatus like “KAI” for this?
By the way, FRSC already has the mandate to clear “ANY” obstruction on the highway under section 4(1)(b) of the FRSC act. That includes those “HAWKING” on highway obstructing traffic.
No 1..there is no section 4(1)(b) in the Act.
2. Section 10(3)(b) clearly states that the corps has power to clear obstructions on any part of the hiways. "Any" here qualifies the location, not the class of obstruction.
Section 10(5)(b) empowers a member of the Corps to "remove and detain any vehicle which has been parked in a manner that causes an obstruction on a highway". Note: vehicles only...not individuals.

You can use other measure to reciprocate.. not stopping the building.
