Trump promised Kyiv a license to produce Patriot missiles at the NATO summit, but experts call this a political gesture. Setting up serial production will take 3–5 years, while Ukraine needs weapons now.

Existing supply chains are overloaded, and the factory would become a priority target for Russia.

Trump's goal is protection from criticism:

The main objective of the American leader is not real aid but creating the appearance of support to avoid reproaches from within the U.S. and from allies.

The promise does not solve Ukraine's current air defense shortage.

Risks to U.S. security:
