I see so many people out there who are confusing or misconstruing the "down by contact" rule.
"Down by contact" is only a thing once you've established possession and therefore are a runner of the ball not a catcher of the ball.
Brandin Cooks can't be down by contact because he has not established that he's even caught the ball yet.
The play isn't over because he hits the ground. possession is yet to be determined because he has to maintain it through hitting the ground and maintain it after hitting the ground.
And he doesn't.
Therefore, possession is yet to be determined, and it's actually the defender who completes the process of the catch.
