@ScottDKushner This can also impact the bond rating b/c property taxes are steady & typically grow at small amount. While sales tax collections fluctuate year to year based on economy/spending. So bonding out a sales tax nets less for municipality than property tax because bond rate is worse.
This is because of Homestead Exemption on property taxes. About 1/3 of LA residents are 100% H/E (meaning they pay no property taxes) and in some taxing districts, that can be almost 70% of residents paying no property taxes to municipalities or services. So the schools, fire districts, etc make up for it with high sales taxes.
It’s common knowledge in DC that one potential solution is Federal Disaster Insurance. The NFIP rolled out Risk Rating 2.0 for flood but never asked 2 questions: 1) How much do we want program to collect annually? 2) Is it affordable? Turn NFIP into all natural disasters (flood, fire, tornado) and make requirement ALL federal backed mortgages have to have coverage.
The risk has already been quantified. Using simple
math and data already available, I devised a FEMA system that would generate $18B annually with no mortgaged homeowner paying more than $1k annually and low risk areas would be $125.00 annually. To contrast FEMA was only collecting $3.5B annually for NFIP in 2023 and only 10% of homes with were insured.
As for private insurance, they’ve been able to compartmentalize revenue and losses by state and by category (home, auto, life). Somehow, the concept of ‘spreading the risk’ needs to happen again.
Companies should have to write nationally and offer all coverages or they can’t operate. When they are allowed to cherry pick areas by high risk geographic boundaries it leads to what is happening now. In lending, it’s called Redlining and it’s a federal violation of law. But it’s somehow allowed with insurance and state governments end up being insurers of last resort (costing taxpayers money).
Sadly, most U.S. government officials I’ve talked to see no way to change the system. Might be another @DOGE issue to examine.
Living in South Louisiana and being in real estate makes one think about this a lot…
@houmanhemmati Same has been happening in Louisiana for years. Now CA and FLA. It’s a multi-variable problem that will require deep thought and outside the box answer. Not exactly something state or federal politicians are known for.

They call it ‘Equity in Action’. The only action our equity is taking is that it’s disappearing.
@sonnypickett @RossDellenger That being said, I think 16 was as big as some conferences wanted for logistics. For planning, scheduling, playoffs, four 16 team conferences (BIG, SEC, ACC, XII) makes sense. But they only care about dollars and cents.
@sonnypickett @RossDellenger If SEC expands, it likely would be ACC schools. Keeping regional rivalries by adding FSU, Clemson, maybe UNC and another. Other conferences are coast to coast. Where do you think recruits will go/stay? In 4 years I think there is scheduling regret in BIG, but $$$ to wipe tears.

@rpliska 14 months post-Ida in LA and still we’re dealing with aftermath. Debris clogging drainage canals. Businesses wiped out. Public housing destroyed. Neighbors still living in trailers. Repairs on schools not even started. Insurance nightmares. It’s a long maddening road of recovery.
