《稳定币支付怎么做 AML 防止洗钱？》

随着对 Crypto Payment 的学习越来越深入，也开始接触到更底层的环节 —— 其中最关键的，就是 AML（反洗钱）。

今天就来聊聊：稳定币/加密支付 到底怎么做 AML？

1. 什么是 AML？

AML（Anti-Money Laundering）反洗钱，是持牌金融机构必须履行的合规义务。在加密行业也一样，无论你是交易所、OTC、U 卡服务商，只要想合法合规运营，AML 就绕不过去。

在 Crypto 的语境下，AML 的目标很直接：别让黑钱���助加密货币，偷偷溜进传统金融体系。

一般包括 4 个组成部分：用户身份审核（KYC）、交易行为分析（KYT）、异常行为报告（STR/SAR）、黑名单管理（如 OFAC、UNSC 全球制裁地址）。

其中最核心的一环，就是 KYT —— 你收的每一笔 U，都必须搞清楚来龙去脉。

2. 加密支付 AML 核心 - KYT

KYT（Know Your Transaction）的本质在于“确保你收到的那笔 U 不是黑钱”。

所谓的“黑 U”一般来自这 5 个渠道：
• 黑客攻击：比如来自 Bybit 被盗的那 40 万 ETH
• 链上诈骗：钓鱼、社工诈骗等
• 混币服务：如 Tornado Cash
• OFAC 制裁：地址在美国财政部的制裁名单里
• 暗网相关：涉及 darknet market 的���账行为

一旦收了这类资金，你的项目、账户，甚至整个交易路径都可能面临合规风险，严重的可能被冻结账户甚至被监管追责。

3. KYT 完整流程

KYT 的流程表面看不算复杂，主要可以拆成 5 步：

1️⃣ 链上地址风险识别

首先要识别地址身份，系统打上“标签”，比如：交易所钱包？混币池？有黑客地址交互记录？是否出现在 OFAC、UNSC 等黑名单里？

举个 🌰：
你收到 A 地址转来的 USDT，系统发现 A 是个被标记过的混币地址，那这笔交易立马被判为“高风险”，资金直接被冻结。

2️⃣ 资金路径追踪

仅仅识别地址还不够，，更要“顺藤摸瓜”追踪整条链上路径。也就是看这笔钱中间转了几手（专业一点叫 hops），有没有经过高风险地址。

实际追踪过程非常复杂，需要用到“污染比例”模型。比如：收到 100 USDT，其中 8U 来自黑客地址，那污染比例是 8%。

行业普遍做法是按比例设风险等级：
• 污染 <1%：低风险，直接通过
• 污染 1%～5%：中风险，记录 + 提示
• 污染 >5%：高风险，自动拦截

3️⃣ 交易实时监控

KYT 不能只看“这一笔”是不是黑钱，更重要的是持续盯住每一笔入账，并把交易行为关联起来分析。

比如可以设置这些风险触发条件：
• 连续频繁交易，1 分钟 ＞ 10 笔
• 超大额交易，单笔额度 ＞ $ 100W

现在越来越多的 KYT 服务会采用 AI 模型来分析用户“交易习惯”，比如：一个用户正常每天只收几笔钱，突然某天爆发几十笔入账，可能就会有问题。

4️⃣ 风险响应策略

一旦监控发现风险，系统要立刻给出响应动作。

这些算是常见动作：
• 自动冻结这笔资金（钱入账之后不允许做任何操作）
• 禁止用户提现
• 弹窗提醒，要求管理员人工审核
• 将交易打包进“可疑活动报告”（SAR）

5️⃣ 合规审计记录

KYT 系统最后一步是“留下痕迹” —— 万一以后被查了，你得解释：
• 为什么没拦截？
• 这笔交易的风险分数是多少？
• 审核人员何时做了决定？
• 是否上报“可疑交易报告” （STR）

这些记录不仅是内部风控记录，也是应对监管审计的关键材料。

4. 写在最后

事实上，很多早期加密支付项目采取了最适合自己的策略 —— 不做 AML 😂。毕竟没牌照、没收入，KYT 系统又贵又麻烦。

但现在合规化趋势越来越清晰的背景下，不做 AML 和 KYT 就相当于“裸奔”，非常容易沦为“链上黑钱”的洗钱工具。

如果希望业务长期生存，那 AML 和 KYT 绝对是必备的“底层安全组件”。

Today marks a milestone in the global development of Web3 and a significant step forward for Hong Kong in becoming an international Web3 hub. I am honored to share that the Legislative Council of the Hong Kong Special Administrative Region has passed the Stablecoin Bill in its third reading. It is expected that by the end of this year, major institutions will be able to apply to the Hong Kong Monetary Authority to become licensed stablecoin issuers. Hong Kong’s stablecoins are backed by fiat currency as underlying assets, and we welcome global enterprises and institutions interested in issuing stablecoins to apply in Hong Kong. I am also happy to facilitate connections and collaborate with all stakeholders to advance the development of Web3 in Asia and globally, with Hong Kong at the center.

The passage of this legislation is just the first step in building Web3 infrastructure. Moving forward, I hope we can work together on the following key areas:

1. Creating Use Cases – Issuing stablecoins is only the beginning; the most crucial step is to develop more real-world applications. Whether in physical retail, cross-border trade, or peer-to-peer transactions, I believe there is tremendous untapped potential for stablecoin adoption. I encourage businesses across traditional and physical industries to explore and embrace stablecoins, as they represent a major financial innovation.

2. Enhancing Market Stability – This includes distributing interest earnings to stablecoin holders. Providing interest will strengthen the competitiveness of stablecoins, incentivize broader participation, and expand the overall market share of stablecoins, thereby supporting their sustainable growth.
