Families completed every USRAP step CWS and USCIS required. Then they got the same form “INELIGIBLE” letter in mass batches, with no case-specific reason, no evidence cited, and no real way to respond.

That is the issue: not a demand for guaranteed entry, but for a lawful, individual explanation before lives, homes, and family unity are upended.
