Jill realized they're BOWs similar to her and both she and Claire decide to adopt them under the BSAA's nose so they wouldn't be subjected to more experiments and tests like Jill, or worse, killed for being BOWs w/o prior connections to the BSAA. I love my parent clairejill ❤️
