Unauthorized construction above the 2nd floor is continuing at a 30-year-old property in Block 23, Tilak Nagar, New Delhi, despite repeated complaints to statutory authorities with photo and video evidence. The building has three floors, each occupied by separate families.
Earlier attempts to add an extra floor were stopped in 2021 and again during 2023–24 after complaints to MCD, CPGRAMS, LG Office and Delhi Police. However, from Oct 2025 onwards, construction resumed openly with movement of bricks, cement, timber, props and continuous hammering, indicating structural work on the roof of the 2nd floor.
Multiple complaints were submitted through MCD, CPGRAMS, LG Listening App and PGMS Delhi. MCD officers visited the site on 31 Oct 2025 and again on 5–6 Feb 2026. During these visits, field officers verbally assured that construction would be stopped and action taken, including issuance of notice. Yet no effective stop-work, sealing or demolition action has followed.
An 87+ senior citizen widow residing in the building, with serious medical and mobility issues, is living under constant fear. Continuous noise, vibrations and structural stress in an ageing building pose a grave risk to life and safety and have caused severe physical and mental distress.
Given the advanced stage of construction and the vulnerability of residents, the matter is extremely urgent. At no stage have authorities conveyed that the construction is lawful or sanctioned. Timely, on-ground enforcement is respectfully requested to prevent irreversible harm and to uphold building regulations uniformly.
