In his closing remarks, Brig. Gen. Yahya Mohamed, Deputy Director @NCTC_Kenya, emphasized that prevention is not abstract, it is operational.

He noted that recruitment into violent extremism is rarely sudden. Early warning signals exist and should be identified and acted upon decisively.
