On April 27, 1906, Emperor Nicholas II and Empress Alexandra Feodorovna appeared in St. George's Hall of the Winter Palace for the grand opening of the First Duma. It was meant to symbolize a new era after the unrest of the 1905 Revolution, with the monarchy introducing representative government to the Russian Empire. Members of the nobility stood alongside deputies from factories and villages, creating a scene unlike anything previous generations of Romanovs had witnessed. Yet beneath the ceremony and splendor, tensions were impossible to hide.

Half a century later, Grand Duchess Olga Alexandrovna remembered attending the occasion with her mother and noticing the mood among the delegates. The peasant deputies appeared stern, but the workers left an even stronger impression. According to Olga, they looked at the imperial family with open hostility. She never forgot the expression in Alexandra's eyes, seeing the distress and unease that seemed to reveal how deeply troubled the Empress had become. What should have been a celebration of unity instead exposed the widening divide between the throne and many of the people it ruled.

Although Nicholas II believed he had transformed Russia into something resembling a constitutional monarchy, he never accepted limits on his own authority. He viewed the Duma as a privilege granted by the crown rather than an institution independent of it. When members of the First and Second Dumas challenged the government and demanded investigations into violence and abuses, the Emperor dissolved both assemblies and sent their deputies home. To Nicholas, ultimate power still rested with the autocracy, and he expected the new political system to function according to his wishes.

Determined to maintain control, Nicholas altered the electoral laws in 1907 to reduce the influence of socialist parties before the Third Duma convened. Years later, in 1913, he again attempted to weaken the institution and even considered abolishing it altogether. These actions convinced many critics that the promises of reform made after the revolution had never been fully embraced. The gulf between the monarchy and its opponents continued to grow, setting the stage for the upheavals that would eventually bring the Romanov dynasty and the Russian Empire to their dramatic end.
