イメージとしては、一定額以上を稼いだAIの所有者を申告させ、スマコンで定額を前払したら年一回の申告時優遇して返金かつ加算金を減額。スマコンで前払しなかったら加算金はそのままという仕組みで行けると思う。

メリットが無ければAI側が都度納税する動機は無い。
