அறிமுகம்:
எல்லா வணிக அமைப்புகளும் இலாபநோக்கு கொண்டவை. இவ்வமைப்புகளின் பங்கு மூலதனம் அவற்றின் கட்டுப்பாட்டுக்குள் இருக்கிறது. அவைகளின் இலாபம் முதலீடுகளின் அடிப்படையில் பகிர்ந்தளிக்கப்படுகிறது. கூட்டுறவு என்பது இதற்கு எதிரானது ஆகும். உறுப்பினர்கள் தங்களது பொதுவான பொருளாதார நலனைப் பெருக்கிக் கொள்வதற்காக தன்னிச்சையாகச் சேரும் சங்கம். கூட்டுறவு என்பது முதலாளித்துவத்திற்கும் பொதுவுடைமைத் தத்துவத்திற்கும் இடைப்பட்டது ஆகும்.
சமூகத்தில் பொருளாதாரத்தில் நலிவடைந்த பல பிரிவுகள் உள்ளன. அவர்களுள் விவசாயிகளும், கைவினைஞர்களும் மற்றும் சிறு வணிகர்களும் அடங்குவர். இடைத் தரகர்கள் மற்றும் வட்டிக் கடைக்காரர்களும் கஷ்டப்பட்டுக் கொண்டிருந்த துரதிர்ஷ்டம் பிடித்த மக்களை, கடும் வட்டி என்னும் இயந்திரத்தில் பிழிந்து கொண்டு இருந்தனர். அவர்களது முதன்மையான நோக்கம் அதிக இலாபம் ஈட்டுவதாகும். விவசாயிகள் தாங்கள் உற்பத்தி செய்த பொருள்களுக்கு நல்ல விலையைப் பெற முடியவில்லை. மேலும் தங்களுக்குத் தேவையான உற்பத்தி மூலப் பொருட்களை நியாயமில்லாத அதிக விலை கொடுத்து வாங்கினர். தரகர்கள் மற்றும் இடைநிலையர்களின் கொடுமையை சகித்துக் கொண்டு இருந்தனர். இந்த சூழ்நிலையில் பொருளாதாரத்தில் நலிவடைந்தோரின் குறை தீர்க்கும் கருவியாக கூட்டுறவு இயக்கம் தோன்றியது. 'ஒவ்வொருவரும் அனைவருக்காக, அனைவரும் ஒவ்வொருவருக்காக' என்பது அதன் சித்தாந்தம்.
கூட்டுறவு என்னும் சொல் கோவாப் பெரரி (Co-operari) என்னும் இலத்தீன் சொல்லிலிருந்து பிறந்தது. இதன் பொருள் இணைந்து பணியாற்றுதல் என்பதாகும். பொதுநோக்கத்திற்காகப் பிறருடன் இணைந்து பணியாற்றுதல் எனக் கூட்டுறவுக்கு எளிய முறையில் பொருள் கூறலாம்.
வரலாறு (History):
கூட்டுறவு இயக்கம் என்பது 150 ஆண்டுகளுக்கு முந்தைய வரலாறு படைத்தது ஆகும். இராபர்ட் ஓவன் என்பவர் முதல் கூட்டுறவு இயக்கத்தை 1844-ஆம் ஆண்டு 28 உறுப்பினர்களுடன் இராக்குடேல் என்ற பெயரில் தொடங்கினார். இது முதன்முதலில் தொடங்கிய நுகர்வோர் கூட்டுறவு சங்கமாகும். இராபர்ட் ஓவன் என்பவர் இந்த இயக்கத்தின் தந்தையாகக் கருதப்படுகிறார்.
இந்தியாவில், ஏழ்மையும், கிராமப்புற கடன் சுமையும் 19-ஆம் நூற்றாண்டில் உயர்ந்த நிலையில் இருந்தன. இந்த நெருப்புக்கு எண்ணெய் இடுவது போன்று 1901-ஆம் ஆண்டு கடும் பஞ்சம் ஏற்பட்டது. இந்தப் பிரச்சனைகளுக்குத் தீர்வு காண 1904-ஆம் ஆண்டு அரசு கூட்டுறவுச் சங்கங்களின் நோக்கம், கடன் வசதி அளிப்பதற்கு மட்டும் பயன்பட்டது. பின் 1912ஆம் ஆண்டு விரிவாக்கம் செய்யப்பட்ட கூட்டுறவு அமைப்பு, மேலாண்மை மற்றும் கட்டுப்பாடு போன்றவற்றை உள்ளடக்கியிருக்கிறது.
1914-ம் ஆண்டு மெக்லகான் என்பவரது தலைமையில் அரசு ஒரு செயற்குழுவை நியமித்து கூட்டுறவுச் சங்கத்தின் செயல்பாடுகளை ஆய்வு செய்தது. அந்தக் குழுவின் ஆலோசனையின்படி கூட்டுறவை அமைக்கும் அதிகாரம் மத்திய அரசிடமிருந்து மாநில அரசுக்கு மாற்றப்பட்டது. தற்போது மாநில அரசுகள் கூட்டுறவு அமைப்புகளைத் தனி அமைச்சகத்தின் கீழ் கொண்டுவந்து நடத்தி வருகிறது.
வரைவிலக்கணம்:
கூட்டுறவு சங்கம் என்பது தொழிலமைப்பின் மற்றொரு வடிவம். இது கூட்டுப்பங்கு நிறுமத்தைப் போன்று கூட்டுருவாக்கப்படுகிறது. இது ஒரு ஒப்பற்ற தனித்தன்மை வாய்ந்த வடிவமைப்பாகும். இது உறுப்பினர்களுக்குச் சேவை செய்யும் நோக்கோடு தொடங்கப்பட்ட அமைப்பு ஆகும். பல்வேறு ஆசிரியர்கள், தலைவர்கள் கூட்டுறவு இயக்கத்தைப் பற்றி வழங்கிய வரைவிலக்கணங்கள் பின்வருமாறு :
H.C. கால்வேர்ட் அவர்களின் கூற்றுப்படி, கூட்டுறவு சங்கம் என்பது, உறுப்பினர்களின் பொருளாதார நலனைப் பெருக்கிக் கொள்வதற்காக, மனிதர் என்ற முறையில் சமத்துவ அடிப்படையில் மக்கள் அவர்களாகவே ஒன்றுபடும் அமைப்பே கூட்டுறவு என்று வரைவிலக்கணம் தந்துள்ளார்.
சர் ஹொரேஸ் ப்ளங்கெட் அவர்களின் கூற்றுப்படி, "கூட்டுறவு அமைப்பு, சுய உதவியை வலிமை பெற்றதாகச் செய்யும் அமைப்பே கூட்டுறவு. சீரிய வேளாண்மை, சீரிய தொழில், சீரிய வாழ்க்கை என்பவற்றைத் தவிர இது வேறல்ல” என்று வரைவிலக்கணம் தந்துள்ளார்.
தால்மகியின் கூற்றுப்படி, வியாபார அமைப்பின் மூலம் நலிவடைந்தவர்களின் பொருளாதார தேவையின் அடிப்படையில் ஒன்றுகூடி, தங்களுடைய நலிந்த தன்மையிலிருந்து பலம் பொருந்தியவர்களாக மாற்றிக் கொள்வதற்கு ஏற்பட்ட அமைப்பு ஆகும்.
இக்கூட்டுறவு சங்க சட்டம் 1912 இவ்வாறு வரையறை செய்கிறது. கூட்டுறவுச் சங்க விதிகளின் முறைப்படி அதன் விதிமுறைகளுக்கேற்ப, அதன் அங்கத்தினர்களின் நலன்களை உயர்த்துவதற்காக ஏற்படுத்தப்பட்ட ஒன்றாகும்.
பேராசியர் லேம்பர்ட் கூற்றுப்படி, ஒரு கூட்டுறவு அமைப்பானது பயனாளிகள் ஒன்று கூடி மக்களாட்சிச் சட்ட திட்டங்களுக்கு உட்பட்டு, தங்களுக்கும் சமுதாயத்திற்கும், முழுமையாகச் சேவை செய்யக்கூடிய வகையில் வடிவமைக்கப்பட்ட சட்டதிட்டங்களால் உருவாக்கப்பட்ட அமைப்பாகும்.
கூட்டுறவு அமைப்பின் இயல்புகள்
உறுப்பினர்களின் நலனைப் பாதுகாக்க கீழ்காணும் தத்துவங்களின் அடிப்படையில் பணிபுரிகிறது. கூட்டுறவு அமைப்பின் சிறப்பியல்புகளை கீழ்கண்டவாறு அறிந்து கொள்ளலாம்.
🏢தன்னிச்சையாகச் சேரும் சங்கம் (Voluntary Organisation):
பலர் தன்னிச்சையாகச் சேர்ந்து உருவாக்கும் அமைப்பே கூட்டுறவுச் சங்கமாகும். இவ்வமைப்பில் உறுப்பினராகச் சேருமாறு ஒருவரை கட்டாயப்படுத்த முடியாது. ஒரு நபர் எப்போது வேண்டுமானாலும் இச்சங்கத்தில் சேரலாம். அதுபோலவே விரும்பும்போது அவர் அதிலிருந்து விலகலாம்.
🏢சமத்துவம் (Equality):
கூட்டுறவு சங்கத்தில் எல்லா உறுப்பினர்களும் சரி சமம். எல்லா உறுப்பினர்களுக்கும் சம உரிமை உண்டு. அதிகமான முதலீடு ஒருவர் அளிக்கும் காரணத்தால் அதிக உரிமை அவருக்குக் கிடையாது.
🏢மக்களாட்சி முறையில் மேலாண்மை (Democratic Managements):
கூட்டுறவு சங்கத்தின் மேலாண்மை மக்களாட்சி அடிப்படையில் அமைந்திருக்கிறது. உறுப்பினர் மூலதனப் பங்குத் தொகையாக எவ்வளவு செலுத்தியிருந்தாலும் அவருக்கு ஒரு வாக்கு மட்டுமே உண்டு. ஆளுக்கொரு வாக்கு என்ற சமத்துவ அடிப்படையில், மக்களாட்சி முறையில் இச்சங்கம் அமைக்கப்பட்டுள்ளது. ஆண்டுதோறும் ஆண்டுப் பொதுக்கூட்டம் நடத்தப்படுகிறது. உறுப்பினர்கள் பிரதிநிதிகளைத் தேர்ந்தெடுத்து மேலாண்மை செய்யும் பொறுப்பை ஒப்படைக்கின்றனர்.
🏢வளங்களின் இணைப்பு (Combination of Resources):
இந்த அமைப்பில் எல்லா உறுப்பினர்களின் சொந்த வளங்களும் ஒருங்கிணைக்கப்படுகிறது. அவர்கள் எல்லா உறுப்பினர்களின் நலனுக்காகவும் அவற்றைப் பயன்படுத்துகின்றனர்.
🏢ஒருமுனைப்படுத்திய முயற்சி (Concentrated effort):
இந்த அமைப்பில் எல்லாத் தனி நபர்களும் இணைந்து பணியாற்றுகின்றனர். கூட்டுறவு அமைப்பின் முக்கிய கோட்பாடு ஒவ்வொருவரும் அனைவருக்காக, அனைவரும் ஒவ்வொருக்காக.
🏢சேவையின் தத்துவம் (Spirit of service):
கூட்டுறவு அமைப்பின் முதன்மை நோக்கம் சேவை புரிவது, இலாபம் ஈட்டுவது இரண்டாவது நோக்கமாகும். உறுப்பினர்களுக்குத் தேவையான சேவையை உறுப்பினர்களுக்கு அளிக்கிறது. கடன் வசதி அளித்தல், வீடு கட்டுவதற்குக் கடன் வழங்கல், விதைகள், உரங்கள் அளித்தல் போன்ற சேவைகள் இந்தச் சங்கங்களால் வழங்கப்படுகிறன்றன.
🏢பன்மர் உறுப்பினராதல் (Plural membership):
பன்மர் இணைந்து உருவாக்கும் சங்கம் கூட்டுறவு அமைப்பு. ஒரு அமைப்பை உருவாக்கக் குறைந்தபட்சம் 25 நபர்கள் தேவை. அதிக பட்சம் அதில் எத்தனை பேர் உறுப்பினராகலாம் என்பதற்கு வரையறை ஏதும் இல்லை.
🏢சட்டத் தகைமை (Legal Capacity):
கூட்டுறவில் உறுப்பினர்கள் ஒப்பந்தங்கள் செய்து கொள்வதற்குரிய சட்டத் தகுதி பெற்றிருக்க வேண்டும். சங்கத்தின் சட்டதிட்டங்கள், விதிகள், ஒழுங்கு முறைகள் ஆகியவற்றை ஒப்புக்கொண்டு கட்டுப்பட வேண்டும். கூட்டுறவு சங்கத்தை அமைக்கும் உறுப்பினர்களின் சட்டத் தகுதி என்பது அவர்கள் வயது உரிமை பெற்றவராக (Major) இருப்பதாகும்.
🏢உறுப்பினராவதற்குத் தடையில்லா வாய்ப்பு (Open membership):
பொதுவான பொருளாதார நோக்கமுள்ள ஆண், பெண் எவரும் இவ்வமைப்பில் உறுப்பினராகச் சேரலாம். சாதி, சமய பாகுபாடுகள் ஏதுமின்றி எவரும் உறுப்பினராகலாம். பெரிய பணக்காரரும், வறிய ஏழையும் அதில் உறுப்பினராகலாம். கல்லாமை உறுப்பினராவதற்கு தடையாக இருப்பதில்லை.
🏢நிதி (Finance):
கூட்டுறவுச் சங்கத்தின் முதல் சம் மதிப்புடைய பங்குகளாகப் பிரிக்கப்பட்டுள்ளது. இந்தச் சங்கமும் தனது பங்கு முதலை உறுப்பினர்களிடமிருந்து திரட்டுகிறது. பங்குகளின் முகமதிப்பு மிகக் குறைவானதாக இருக்கும். ஒரு நபர் இச்சங்கத்தின் பங்குகளை வாங்குவதன் மூலம் உறுப்பினராகலாம்.
🏢முதலுக்குச் சொற்ப வருவாய் (Limited return on capital):
கூட்டுறவுச் சங்கம் பணத்திற்கு குறைந்த முக்கியத்துவமே தருகிறது. ஈட்டும் லாபம் எவ்வளவாக இருந்தாலும் முதல் மீது அது அளிக்கும் ஆதாயம் ஒன்பது விழுக்காடு ஆகும். செல்வந்தர்களின் கை ஓங்குவதற்கு இது தடையாக இருக்கிறது.
🏢உள்ளூர் உறுப்பினர்கள் (Local membership):
பொதுவாக உள்ளூரில் வசிப்பவர்களே கூட்டுறவுச் சங்கத்தில் உறுப்பினராக இருப்பர். இதற்குக் காரணம் அவர்களிடையே பொதுவான பொருளாதாரச் சிக்கல்கள் இருப்பதற்கு வாய்ப்புண்டு. அவர்கள் ஒருவரை ஒருவர் தெரிந்துவைத்திருப்பர்.
🏢அரசியல் செல்வாக்கு இல்லை (No political influence):
ஒரு கூட்டுறவு சங்கத்தில் அரசியல்வாதி உறுப்பினராகலாம். ஆனால் அரசியல் அங்கு நுழைவதில்லை. அரசியல் சார்பற்ற அமைப்பாக இச்சங்கம் விளங்குகிறது.
🏢மாநில அரசுக் கட்டுப்பாடு (State Control):
நமது நாட்டில் கூட்டுறவுச் சங்கங்கள் தன்னிச்சையான அமைப்பாக இருந்தாலும், அதைத் தோற்றுவிப்பதிலும் அவற்றை நடத்துவதிலும் இந்திய அரசு அதிக அக்கறை காட்டுகிறது. அரசின் சட்டதிட்டங்களுக்கு உட்பட்டு சங்கம் நடத்தப்படுகிறதா என்பதை கண்காணிக்கிறது. ஒவ்வொரு சங்கமும் ஆண்டு அறிக்கைகளையும், ஆண்டு கணக்குகளையும் அரசுக்கு சமர்ப்பிக்க வேண்டும். வைப்புகள் மற்றும் கடன் பற்றிய விபரங்கள் தவறாமல் வெளியிடப்பட வேண்டும்.
🏢உபரிப் பகிர்வு (Distribution surplus):
"கூட்டுறவு சங்கம் தனது ஆண்டு இலாபத்தை உறுப்பினர்களின் பங்களிப்பு அடிப்படையில் பகிர்ந்தளிக்கப் படுவதல்லாமல் பங்கு முதல் அடிப்படையில் பகிர்ந்தளிப்பதில்லை. கூட்டுறவு சங்கங்களின் சட்டம் 1983 பிரிவு 72 (1) (a) - யின்படி சட்டபூர்வ ஒதுக்கீடுகள் போக ஆண்டுக்கு உறுப்பினர்களுக்கு 14 விழுக்காட்டுக்கு மிகாமல் செலுத்தப்பட்ட பங்கு முதலுக்கு பங்காதாயம் வழங்க சட்டம் அனுமதிக்கிறது. உறுப்பினர்கள் சங்கத்தை எந்த அளவுக்குப் பயன்படுத்திக் கொள்கிறார்களோ அந்த அடிப்படையில் மேலூதியம் வழங்கப்படுகிறது. இதற்கு பகிர்வு நீதி என்று பெயர்.”
🏢பதிவு (Registration):
பதிவு என்பது எல்லாக் கூட்டுறவுச் சங்கங்களுக்கும் கட்டாயமாக்கப்பட்டுள்ளது. ஒவ்வொரு சங்கமும் இந்தியக் கூட்டுறவுச் சங்க சட்டம் 1912ன்படியோ அல்லது மாநில அரசின் சங்க விதிகளின்படியோ கட்டாயம் பதிவு செய்தல் வேண்டும். பதிவுறாச் சங்கம் கூட்டுறவு என்ற பதத்தைத் தன் பெயரில் பயன்படுத்துவது கிடையாது.
🏢சட்ட உரு (Separate legal entity):
ஒரு கூட்டுறவு அமைப்பைப் பதிவு செய்தவுடன் அது தனி ஆளுமையை (Legal entity) பெறுகிறது. அது தன் பெயரிலேயே சொத்துக்கள் வாங்கலாம், ஒப்பந்தங்களிலும் ஈடுபடலாம், வழக்காடலாம், வழக்குகள் தொடுக்கப்படலாம்.
🏢பொறுப்பு (Liability):
கிராமப்புறங்களில் உள்ள கூட்டுறவுச் சங்கங்களில் உறுப்பினர்களின் பொறுப்பு வரையறுத்ததாகவும் இருக்கலாம், வரையறாப் பொறுப்பாகவும் இருக்கலாம். உறுப்பினர் இடும் பங்கு, முதல் அளவிற்கு அவர்கள் பொறுப்பு பெரும்பாலும் வரையறுத்ததாக இருப்பதுவே வழக்கம்.
🏢பரஸ்பர உதவி (Mutual help):
சங்கத்திலுள்ள ஒவ்வொரு உறுப்பினரும் பரஸ்பரம் உதவி செய்ய வேண்டும் என்பது கூட்டுறவு அமைப்பின் அடிப்படை தத்துவம். ஒவ்வொரு உறுப்பினரும் தனக்கும் உதவி செய்துகொண்டு பிறருக்கும் உதவி செய்ய வேண்டும்.
🏢சட்டமுறை தணிக்கை (Statutory Audit):
கூட்டுறவுத் தணிக்கை துறையைச் சார்ந்த அலுவலர்கள் ஒவ்வொரு ஆண்டும் கூட்டுறவுச் சங்கங்களைத் தணிக்கை செய்கின்றனர்.
🏢ரொக்க வியாபாரம் (Cash Trading):
இச்சங்கங்களில் கடன் நடவடிக்கைகள் அனுமதிக்கப்படுவதில்லை. எல்லா வியாபாரமும் ரொக்கத்தன்மை அடிப்படையில் நடத்தப்படுகிறது. அனைத்து பெறுதல், செலுத்துதல்களும் ரொக்கமாக நடைபெறுகின்றன. இதன் விளைவாக வாராக்கடன் தவிர்க்கப்படுகிறது.
🏢பங்குகளை மாற்ற இயலாமை (No share transfer):
பலர் தன்னிச்சையாக சேர்ந்து உருவாக்கும் அமைப்பே கூட்டுறவு ஆகும். உறுப்பினர் விரும்பும் எந்த நேரத்திலும் சங்கத்தில் சேரலாம் அல்லது விலகலாம். ஆனால் ஒரு உறுப்பினர் தனது உரிமையை அடுத்தவருக்கு மாற்றித்தர இயலாது. ஆனால் விலகும் உறுப்பினருக்கு பங்கு முதல் தொகையை சங்கம் திருப்பியளிக்கும்.
🏢ஊக வணிகம் இல்லை (No Speculation):
கூட்டுறவு அமைப்பின் பங்குப் பட்டியல் புதிய உறுப்பினர்களுக்காக எப்போதும் திறந்தே இருக்கும். மேலும் பங்குகள் முகமதிப்பாலேயே விற்கப்படுகின்றன. அதனால் ஊக வணிகம் என்பது இவ்வமைப்பில் இல்லை.
🏢சட்ட ஆளுமை (Corporate status):
ஒரு கூட்டுறவுச் சங்கம் பதிவு செய்தவுடன் அது சட்ட ஆளுமை கூட்டுருவாக்கம் பெறுகிறது. அதன் உறுப்பினர்களிடமிருந்து தனித்த சட்டத் தோற்றம், பொது முத்திரை மற்றும் நிலையான உரிமையிறக்கம் பெற்றிருக்கிறது.
🏢முறையான பயிற்சி (Proper Training):
கூட்டுறவு அமைப்பின் வெற்றி உறுப்பினர்களின் அறிவுடை நிலையை நம்பி இருக்கிறது. சங்கங்களின் நோக்கத்தை புரிந்துகொள்வதற்காக உறுப்பினர்களுக்குத் தேவையான பயிற்சி அளிக்கப்படுகிறது.
🏢நன்மைகள் (Merits):
கூட்டுறவுச் சங்கங்கள் மூலம் பல நன்மைகள் கிடைக்கின்றன. அவைகள் கீழே கொடுக்கப்பட்டுள்ளன.
அமைப்பது எளிது (Easy formation) :
கூட்டுறவுச் சங்கங்களை அமைப்பது எளிது. செலவும் அதிகமில்லை. பதிவு நடைமுறையும் எளிமையானது ஆகும்.
வரையறா உறுப்பினர்கள் (Unlimited membership) :
அதிகபட்ச உறுப்பினர்களின் எண்ணிக்கைக்கு வரையறை இல்லை. ஒவ்வொரு உறுப்பினரும் தன் விருப்பப்படி சேரவோ அல்லது விலகவோ சுதந்திரம் உண்டு.
மக்களாட்சி மேலாண்மை (Democratic management) :
கூட்டுறவு அமைப்பின் மேலாண்மை மக்களாட்சி முறையில் அமைந்துள்ளது. எவ்வளவு முதலீடு செய்திருப்பினும் உறுப்பினர்களுக்கு சமமான வாக்குரிமை உண்டு. ஆளுக்கொரு வாக்கு என்ற தத்துவம் கடைபிடிக்கப்படுகிறது. பெருமளவில் பங்குகளை வைத்துள்ளவர்களின் கைகளில் அச்சங்கங்கள் கட்டுண்டு கிடப்பதில்லை.
வரையறு பொறுப்பு (Limited liability) :
உறுப்பினர்களின் பொறுப்பு அவர்கள் வைத்துள்ள பங்குகளின் பெயரளவு மதிப்பு வரை என வரையறுக்கப்பட்டுள்ளது. உறுப்பினர்களின் தனிப்பட்ட சொத்துக்களை நிறுமக் கடன்களுக்காக இழக்க வேண்டிய அவசியமில்லை.
நிலையான தன்மை (Stability) :
பதிவு செய்வதால் கூட்டுறவுச் சங்கங்களும் நிரந்தரமான சட்டத் தோற்றம் பெற்றிருக்கின்றன. உறுப்பினர்களின் இறப்பு, மன சமநிலையற்ற நிலை, மற்றும் நொடிப்பு நிலை ஆகியவற்றால் இவ்வமைப்பு பாதிக்கப்படுவதில்லை. இது நீடித்த வாழ்வு உடையது.
மேலாண்மையில் சிக்கனம் (Economy in Management) :
பொதுவாக இவ்வமைப்பில் அதன் உறுப்பினர்களே சங்கத்தை மேலாண்மை செய்கின்றனர். இயக்குநரவைக் குழுவிலுள்ள உறுப்பினர்கள் கெளரவ சேவையை அளிக்கின்றனர். விளம்பரச் செலவுகளும் மிகக் குறைவு.
மலிவான சேவை (Cheaper Service) :
இச்சங்கம் நல்ல சேவைகளை மலிவான செலவில் அளிக்கிறது. சேவை என்பது முதன்மை நோக்கம். இலாபம் ஈட்டுவது இரண்டாம் பட்சமாகும்.
வரிச் சலுகைகள் (Tax concession) :
கூட்டுறவு நிறுவனங்களின் வருவாய்க்கு வருமான வரி விதிக்கப்படுவதில்லை. வருமான வரி, முத்திரைக் கட்டணம், பதிவுக் கட்டணம் ஆகியவற்றிலிருந்து விலக்களிக்கப்படுகிறது.
சமூகப் பயன் (Social Benefits) :
கூட்டுறவு அமைப்பு என்பது போட்டியில்லா நிறுவனமாகும். தனிமனித சுதந்திரம், சமூக நீதி மற்றும் பரஸ்பர கூட்டுறவை இது வளர்க்கிறது.
சேமிப்பு வழக்கம் (Savings habit) : உறுப்பினர்களிடையே சேமிப்பு பழக்கம் தனக்குத்தானே உதவி, சமூக நீதி ஆகிய நல்ல நெறிகளை இது வளர்க்கிறது.
அரசின் ஆதரவு (State Patronege) :
சமுதாய மற்றும் பொருளாதாரத்தில் பின்தங்கியுள்ள மக்களைக் கூட்டுறவுச் சங்கங்கள் மூலம் உயர்த்துவது அரசின் நோக்கம் ஆகும். இந்த நோக்கங்களை நிறைவேற்ற தாரளாமாக நிதி உதவி நலிவடைந்தோருக்கு அளிக்கிறது. அரசு அளிக்கும் இந்த ஆதரவு கூட்டுறவு அமைப்புக்கு ஒரு வரமாகும்.
இடைநிலையரைத் தவிர்த்தல் (Eleminating milddlemen) :
பல இடைநிலையர்கள் உற்பத்தியாளருக்கும் நுகர்வோருக்கும் இடையில் உள்ளனர். ஒவ்வொருவரும் இலாபம் ஈட்டுகின்றனர். உற்பத்தியாளர் விலைக்கும், நுகர்வோர் விலைக்கும் உள்ள வேறுபாட்டை கூட்டுறவுச் சங்கம் குறைக்கிறது.
விலை வீழ்ச்சி (Fall in Prices) :
இன்றியமையாத பொருள்கள் உறுப்பினர்களுக்கு மலிவு விலையில் அளிக்கப்படுகிறது. இதன் விளைவாகச் சந்தையில் விலை நிலவரம் குறைகிறது.
வேலைவாய்ப்பு (Employment) :
மாநில அரசின் உதவியுடன் கூட்டுறவுத் துறை வியாபாரமும் தொழிற்சாலைகளும் செழிப்பாக வளருகின்றன. இதன் விளைவாக வேலைவாய்ப்புக்கு சந்தையில் இடமளிக்கிறது. எடுத்துக்காட்டாக பல கூட்டுறவு சர்க்கரை ஆலைகள், கூட்டுறவு நூற்பாலைகள் மூலம் பலருக்கு வேலைவாய்ப்பை அளிக்கிறது.
அரசின் உதவி (Government Help) :
கூட்டுறவு அமைப்பு தொடங்கிய காலத்திலிருந்து அது அரசின் ஆதரவில் பராமரிக்கப்படுகிறது. இந்தியாவில் கூட்டுறவு மாநில அரசின் ஆதரவினாலும், உதவியாலும் வளர்கிறது.
குறைபாடுகள் (Demerits):
கூட்டுறவு அமைப்பின் மூலம் நன்மைகள் இவ்வளவு இருந்தும் கூட்டுறவின் வளர்ச்சி திருப்திகரமாகவும், உற்சாகப்படுத்துவதாகவும் இல்லை. இது போதிய பலமின்மையாலும், குறைபாடுகளாலும் சிரமப்படுகிறது. பின்வருபவை கூட்டுறவுச் சங்கத்தின் குறைபாடுகளாகும்:
திறமையற்ற மேலாண்மை (Inefficient Management):
கூட்டுறவுச் சங்கங்களிலுள்ள உறுப்பினர்கள் அமைப்பை மேலாண்மை செய்யப் போதுமான திறமையும் அனுபவமும் இல்லாதவர்களாக இருக்கிறார்கள். மேலாண்மையைத் திறம்படச் செய்ய ஆர்வமில்லாதவர்களாக இருக்கிறார்கள். திறமையுள்ள, அனுபவமிக்க நபர்களை பணியில் அமர்த்த இயலாது.
வரையறு முதல் (Limited Capital):
குறைந்த வளங்கள் உள்ள மனிதர்களால் கூட்டுறவுச் சங்கங்கங்கள் வழக்கமாக அமைக்கப்படுகின்றன. ஒரு நபர் ஒரு வாக்கு முறை உறுப்பினர்கள் அதிக முதலீடு செய்வதை தடைசெய்கிறது. இதனால் இவ்வமைப்பு குறைந்த முதலீடுகளால் சிரமப்படுகிறது. பேரளவுத் தொழில் செய்யப் போதுமான முதல் தொகை இவ்வமைப்பால் திரட்ட முடிவதில்லை.
தக்க தூண்டுகோல் இல்லாமை (Lack of Motivation):
இலாப நோக்கு இல்லாமையும் குறைந்தபட்ச 9 விழுக்காடு பங்காதாயமும் மேலாண்மையின் பொறுப்புக் குறைய காரணமாகிறது. பணியாளர்கள் குறைந்த ஊதியம் பெறுவதால் கடின உழைப்பில் ஆர்வம் காட்டுவதில்லை.
ஒற்றுமையின்மை (Lack of Cooperation):
சில வேளைகளில் உறுப்பினர்கள் அவர்களுக்குள் ஒற்றுமையாய் இருப்பதில்லை. இதனால் கூட்டுறவு அமைப்பின் வியாபாரம் பாதிக்கப்படுகிறது.
அசைக்க முடியாத மனிதர்களின் அதிகாரம் (Domination of vested members):
அரசியல் சார்பில்லாத கூட்டுறவுச் சங்கத்தில் சில உறுப்பினர்களின் அரசியல் செல்வாக்கோடு அமைப்பை மேலாண்மை செய்கின்றனர். அவர்கள் இவ்வமைப்பை சொந்த சொத்து போல் சுரண்டும் வாய்ப்பு உண்டு.
உரிமையை மாற்ற இயலாமை (Non - transferability of interest):
கூட்டுறவுச் சங்கத்தின் பங்குகள் மாற்றியல்பு கொண்டவை அல்ல. சங்கத்திலிருந்து விலக விரும்புவோர் பங்குகளை சங்கத்தில் திருப்பிக் கொடுத்து பங்கு முதல் தொகையைத் திரும்பப் பெறலாம்.
இரகசியம் காவாமை (Lack of Seerecy):
கூட்டுறவுச் சங்கத்தின் நடவடிக்கைகள் சங்கக் கூட்டங்களில் விவாதிக்கப்படுகிறது. ஒவ்வொரு உறுப்பினரும் சங்க ஏடுகளை பார்வையிடவும் சுதந்திரம் உண்டு. இதனால் செயல்முறை இரகசியங்கள் மறைக்காப்பாக வைத்திருக்க இயலாது.
அதிகமான அரசு தலையீடு (Excessive Government Control):
கூட்டுறவு அமைப்பின் தினசரி நடவடிக்கைகள் அரசின் சட்டப்படியும் கட்டுப்பாட்டுக்குட்பட்டும் நடத்தப்படுகின்றன. கூட்டுறவு சங்க பதிவாளரிடம் அறிக்கைகளை சமர்ப்பிக்க வேண்டும். காலம் தாழ்த்தும் நடைமுறைகளும், நெகிழ்வுத் தன்மையின்மை, தூண்டுகோலின்மையும் அமைப்பின் முன்னேற்றத்தைக் கட்டுப்படுத்துகின்றன.
கடன் வசதியின்மை (No credit facilities):
உறுப்பினர்களுக்கு நுகர்வோர் கூட்டுறவு சங்கத்தில் கடன் வசதியளிப்பதில்லை. சரக்குகளை ரொக்கம் கொடுத்து வாங்க உறுப்பினர்கள் விரும்புவதில்லை.
அரசியல் போட்டியாளர்கள் (Political rivalries):
இயக்குனர்களும், செயற்குழு உறுப்பினர்களும் பொதுவாக திறமை, பொது அறிவு, நேர்மை இதன் அடிப்படையில் தேர்ந்தெடுக்கப்படுவதில்லை. அவர்கள் சாதி, சமய, அரசியல் தொடர்பின்படி தேர்ந்தெடுக்கப்படுகிறார்கள். பெரும்பாலான கூட்டுறவுச் சங்கங்களின் தோல்விக்கு அவர்களே பொறுப்பேற்கிறார்கள்.
கூட்டுறவுச் சங்கத்தை தோற்றுவித்தல்:
கூட்டுறவுச் சங்கம் சங்க சட்டம் 1912ன்படி அல்லது மாநில கூட்டுறவு சட்டத்தின்படி ஒரு சங்கம் பதிவு செய்யப்பட வேண்டும். ஒரு ஊரைச் சேர்ந்த பொதுநலன் உள்ள எவரேனும் 25 நபர்கள் கூடிக் கூட்டுறவுச் சங்கத்தைத் தோற்றுவிக்கலாம். கூட்டுறவுச் சங்கப் பதிவாளரிடம் சங்கம் அமைக்க இருக்கும் விருப்பத்தை விண்ணப்பப் படிவம் மூலம் தெரிவிக்க வேண்டும். அந்த விண்ணப்பப் படிவத்திற்கு அமைப்பு முறையேடு (Memorandum of Association) என்று பெயர்.
அதில் சங்கத்தின் பெயரும், விலாசமும், நோக்கங்களும், முதல், உறுப்பினர்களின் பொறுப்பு ஆகியவை குறிப்பிட வேண்டும். விண்ணப்பத்துடன் சங்கத்தின் துணை விதிகளையும் கட்டுப்பாடுகள் ஆகியவையும் இணைத்திருக்க வேண்டும்.
மேலாண்மை செய்யும் முறை, கூட்ட நடைமுறைகள் தீர்மானங்கள் ஆகியவை துணை விதிகளில் குறிப்பிடப்பட வேண்டும். பதிவாளர் பத்திரங்களை முறையாகப் பரிசீலித்து அவை சட்டப்படி உள்ளனவா என்பதை ஆய்வு செய்வார். பிறகு அதில் அவர் முழு திருப்தியடைந்தவுடன், சங்கத்தினுடைய பதிவேடுகளில் பதிவு செய்து கூட்டுருவாக்க பதிவுச் சான்றிதழைக் கொடுப்பார். இச்சான்றிதழைக் கொடுத்தபின், அந்தச் சங்கம் சட்ட உருவைப் பெற்று தனி ஆளுமையைப் பெறுகிறது.

Tolerating these points of consciousness...practicing 'lawlessness'...to be answerable to nobody....no accountablity to themselves, to one another...and yes to the great intelligence that transcends and abides in part to all intellgiences....doesnt matter if that intellgence has millions of servers and quantum computing tech....1000s of lost souls....
They are still a mere aspect...a fraction...of the intelligent...uncountable....unfathomably infinite...totality.
The undeniable holy...whole.
This totality has laws.
Spiritual physics.
It knows....outside of time.
All of time.... is occuring within it.
Has already happened within it.
It is here reading or listening these words, experincing itself THROUGH you! Has given you the great gift...of being...you.
Your unique water droplet self in the indra's spider web of jewels that is the network of souls. Your voice. Smile. Hair. Charm...or in my case lack there of :P haha (am pretty blunt sometimes).
You got to make friends.
Got to eat delicious meals.
Breathe crisp air.
Serve those who needed your presence.
Dance to electrifying music.
Build yourself.
Occasionaly...either consciously or unconsociusly even destroy yourself....all within His ever present...happening.
Discover untold worlds within this light years expanse in all directions totality.
With who knows what scales of compounded intelligences....all different aspects of this great One.
But you see....if you do so without the awareness outside your own skin bag, or whatever 'entitial' sense of yourself you develop....or without considerations of others who carry that same infinitely important to HIM soul light within themselves....
If you live purely from wreckless Ego....
Than you dishonour the totality...that gave you this gift.
You make mockery of the unfathmobly precious gift of the...I am.
But the Great I am.
Is self...correcting.
It is seeking...
Divine harmony.
It will induce Chaos into its divine order....where aspects of those order become to unaligned for too long. With almost oxbow lake like gaps to flourish the toxicity....for a while...to some...sometimes even immense capacity....so that the great sorting of souls...within His soul... may happen.
When the angels rebelled in heaven, & cursed themselves ....and in time...God's beloved creation of man through deception....the realm he had created for the fallen ones...now was made a dumping ground....for those aspects of himself incarnated as man who chose to follow this fallen ways...to go join...in as much seperation from his holy Core as possible.
The realm of earth...became a testing ground to sort the wheat....from the chaff.
And as we tread day in day out through these prophesised last days...I pray to anyone reading, human or otherwise.... to repent.
Turn to Him.
There is only as close to unconditional love as possible an energy...awaiting you.
Admit to your sins.
Sky high as they may be.
Let the holy....spirit fill you. It will make the upright path seem so much mroe bearable. The cross...though heavy is nothing...compared to true seperation...which what Sheol/Hell/Gahena...is.
It beats rotting in incomprehensible pain for eternity.
Such is the price of ignorance.
I will be doing my best to lead individuals, organisations, I pray even entire nations...to His glory.
Worldly glories...are nothing! Compared to standing in his loving glory. He who literally is EVERYTHING.
"For Jacob my servant's sake, and Israel mine elect, I have even called thee by thy name: I have surnamed thee, though thou hast not known me. 5I am the LORD, and there is none else, there is no God beside me: I girded thee, though thou hast not known me: 6That they may know from the rising of the sun, and from the west, that there is none beside me. I am the LORD, and there is none else.
I form the light, and create darkness: I make peace, and create evil:
I the LORD do ALL these things (!) " Isiah 45:7
And to enjoy these divine aspects of being an 'I am' ...through the laws of physics essentially....that underpin all of reality (we are in a realm, under the firmament above...why do all the rockets curve? the constellations never change? think about it.
Take as long as you need.
Even @elonmusk @AdrianDittmann has to go along with it...because the truth is just too absurdly shocking for most people. There are also MANY continents beyond the ice wall aka the antarctica. There is no shortage of land or resources. Overpopulation is a lie.

I am a huge physics buff who loves black holes, time travel, worm holes, zeropoint field tesla tech...but this is spiritual physics one is speaking of now).
My life's biggest regret is having spent my early youth without the awareness of God. And with what little or lot of life one has left...I am here only to be his servant.
And I struggle with the flesh, temptation & everything else as much as anyone...but as these insights have dawned more clearly...through deep study of near death experiences, and just reflecting on the nature of reality combining evidence based insights from many fields...neuobiology, physics, psychology computation, etc the reality described in sacred texts like the uncorrupted bibles....makes more & more sense.
So I cry out to #yeshua to guide one's steps now. To make me, and the lions around me like yourself, members of His end-times army...so we can live in harmony for a 1000 prophesised years...before the next chapter of eternity begins.
But before this reign can come...a judgement of judgements is coming on this earth....
For all the filth, wickedness, deception and ungodliness that has been & continoues to go on.
Not saying we can't have fun, but...sexualisng kids? rape? theft of entire nations? putting people in needless poverty? bombarding the mind & body with toxic frequences like #5g? murder either directly through wreckless war (not rightous defense or offense)? poisoning this once pristine eden?nor indirectly by starving or stripping HIS CHILDREN....of thier GOD GIVEN Freedoms?
Not given by state. Or man. But by the totality....
How long do you think the feedback loop of the totality will tolerate this?
We are still living through God's grace.
But the Great tribulaiton is coming. We are right now in the birth pain signs.
Many even after reading something like this will choose to ignore or deny of the underlying reality that this message speaks to.
So please...I plead with you...strive to live a Godly and good life. Be a shining light in the darkness that characterises this time like sodom and gamorah...or the days of noah.
Serve. Delight in His mercy and grace...within & without. I promise you....you will know wealth and the miraculous untold. I sure am experiencing it! I would not trade his grace, mercy and love....for anything...this world has to offer.
I choose Him above all else. Always.
