Even with legit client-site tasks, sham “ghost offices” violate LCA rules + Texas fraud laws. DOL: “place of employment” = actual physical location where the H-1B performs work (Fact Sheet #62J; 20 CFR §655.730). Listing a residential shell or empty address while the worker never works there = material misrepresentation. Third-party placement is allowed only with accurate client-site LCA + 10-day notice posted at the real worksite. Fake websites advertising nonexistent services also trigger Texas Deceptive Trade Practices Act violations. That’s exactly why Paxton issued CIDs demanding proof of real operations. Not “just benching.” You ought to find another specialty that doesn’t involve ripping the hearts out of US worker’s chests and handing them to them.
