Approved charges for consultations, tests, medicines, admissions, procedures and surgeries should be publicly displayed.
Patients deserve to know what they are paying for.
The healthcare programme would have a clear complaints and appeals mechanism.
If a patient is wrongly charged or denied an approved benefit, there must be somewhere to report it—and someone responsible for resolving it.
Accountability must follow the money.
Our four-year target is not a four-year political giveaway.
It is an initial implementation cycle.
The goal is to build a sustainable healthcare financing system that survives one administration, one legislator and one election.
Four years—and counting.

I propose an Ikeja Healthcare Protection Fund as a dedicated financing mechanism.
It can draw from legally authorised sources including:
• Government allocations
• Appropriations
• Health insurance contributions
• Development partners
• Philanthropic support
• Other lawful sources
Every naira must be accountable.
Every year, residents would know:
How much was received?
How much was spent?
How many people were covered?
How many treatments were financed?
Which providers participated?
What outcomes were achieved?
Healthcare funding must be transparent.
Technology must help us deliver healthcare—not create another barrier.
A secure digital healthcare register should allow beneficiaries to:

✅ Find participating hospitals
✅ Confirm benefits
✅ Report denied services
✅ Report improper charges
✅ Track complaints
