#AMHRI Participates in the Conference of States Parties to the Convention on the Rights of Persons with Disabilities and Submits a Report on Violations Committed by Parties to the Conflict in #Yemen
New York – 9 June 2026
The Association Ma’onah for Human Rights and Immigration (AMHRI), a non-governmental organization in Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), has announced its participation in the Nineteenth Session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP19), held at United Nations Headquarters in New York from 9 to 11 June 2026.
The Association stated that it will submit a written report to the Conference entitled:
“Monitoring and Assessing Violations of the Rights of Persons with Disabilities by Parties to the Conflict in Yemen.”
The report examines the grave conditions faced by persons with disabilities in Yemen as a result of the continuing armed conflict, the widespread presence of landmines and explosive remnants of war, the collapse of essential public services, and the prevailing lack of accountability.
AMHRI’s report emphasizes that persons with disabilities in Yemen are among the groups most severely affected by the conflict, facing violations that undermine their rights to life, health, rehabilitation, education, social protection, and access to humanitarian services.
The report highlights violations attributed to the Houthi group (Ansar Allah), including the use of landmines, arbitrary detention, enforced disappearance, torture, denial of adequate healthcare to detainees, and obstruction of humanitarian assistance.
The report also addresses the responsibility of the internationally recognized Government of Yemen for the deteriorating conditions of persons with disabilities in areas under its control, particularly in the temporary capital #Aden and the governorates of #Hadramawt, #AlMahrah, #Marib, and #Taiz. It notes that the continued collapse of #electricity, #water, and #healthcare_services, coupled with the absence of emergency response plans that take into account the needs of persons with disabilities, has had a profound impact on their daily lives and fundamental rights.
#AMHRI calls upon all parties to the conflict in Yemen to comply with their obligations under the Convention on the Rights of Persons with Disabilities and international humanitarian law, and to take urgent measures to protect persons with disabilities and ensure their equal access to essential services without discrimination.
The Association further urges the United Nations and donor states to place the rights of persons with disabilities at the center of humanitarian and development responses in Yemen, strengthen mine-action programs, support rehabilitation and recovery services, and establish effective mechanisms for monitoring violations and ensuring accountability for those responsible.
AMHRI stresses that the twentieth anniversary of the adoption of the Convention on the Rights of Persons with Disabilities should serve as an opportunity to move beyond formal commitments toward meaningful protection and practical accountability, particularly in conflict-affected countries such as #Yemen .

This aggression constitutes:
⚖️ A breach of UN Charter Art. 2(4)
