This does put them in a very unique and trusted role to both spot needed changes as well as being part of the implementation. But the operations folks still need to set the course.
@atd A6: change management at a core requires an individual to learn how to learn...and how to keep learning. success could be measured in agility and adaptability which can be taught through talent development resources.
