A federal jury just convicted Sharmaine Meadows of Lake Elmo on three counts of health care fraud. She stole $3.6 million from Minnesota's Medicaid housing program through her company "Cradle of Love." Her scheme: bill the maximum 150 hours per client for services never provided. Bill "in-person" hours for employees living in the Philippines — at $6 an hour. Bill 20-hour workdays, seven days a week. The vulnerable people who were supposed to get help got nothing. The Justice Department says fraud like hers forced Minnesota to shut the entire program down — after costs ran 4,000% over estimates. And now DHS wants to rebuild it. The same agency that watched it get looted.
