Texas House gives unanimous final passage to its #CSSB3 -- $16.3 billion toward rate compression & a $100k homestead exemption w/ a 5% appraisal cap on all property. Back to the Senate it goes. I imagine the upper chamber will not concur... Vote was 147-0. #txlege

Update: The fiscal note for the House's #CSSB3 is out and it estimates a $16.3B cost for the 15-cent compression w/ the $100k homestead exemption in the 24-25 biennium. #HB2's FN was $12B, so the estimate associated w/ the homestead is $4.3B. #txlege

Further clarification is that this #CSSB3 by House is combo of #HB2 with appraisal cap of 5% for all real property (bad policy) and new 15 cent compression for $12B (good policy) and expansion of Senate’s #SB3 by increasing the homestead exemption from $40K to $100K for homesteaders and to $110K for 65+ and disabled for likely $8B (bad policy). From an economic perspective based on sound tax policy of efficiency with broadest base and lowest rate and a path to eliminating school district M&O property taxes, new compression should be increased to 25 cents for $20B so everyone with property benefits, provides permanent relief, doesn’t pick winners and losers, and sets path to eliminating these taxes.
