Waiting 2+ mos for a Public Records Request at City of Boston re. one of the USA's largest developers sitting on an empty #Ch91 cultural space at 5 Necco St for 2+ years, sitting on an RFP for tenancy for over a year. Same developer that, under Walsh, tried to cut a private deal.
RECEIVED: Reply to Public Records Request from @MassDEP
As of November 2024, this is the proposed distribution list for notification of an RFP for 4,750 sf of deeply-subsidized cultural space at the 5-15 Necco project (former GE site).
Does this outreach look substantial? 🤔

All public spaces have finally opened at 15 Necco (Lilly).
They look terrific and will be well-used by tenants, community and visitors alike. 👍🏼
All eyes are now on @ArtsinBoston and @BostonPlans regarding a long-anticipated cultural space RFI and tenancy at 5 Necco. #Ch91

Will 23,577sf of rent-free cultural space be tenanted w/ no public process; competition; eye to equitable access; or follow-thru on MOAC's open RFI?
MOAC claimed DEP "signed off" on its Ch91 Cultural Plan. At a recent hearing, DEP was silent.
#Ch91 comment period ends 1/8/2025.
At two DEP hearings for Fan Pier Parcel H this month, Fallon Co claimed they were already in talks w/ a possible tenant for 23,500+ sf of cultural space.
Contradicting assurances frm MOAC; a letter to DEP (👇🏼); and MOAC’s assurance that DEP “signed off” on MOAC’s Cultural Plan.

‼️BREAKING‼️ Fallon Co. has filed a #Ch91 app for Fan Pier Parcel H (condo) at @MassDEP.
👉🏽 Fulfilling obligations dating back nearly 25 years, the tower includes cultural space fronting Fan Pier Park and entire second floor (23,557sf). To be tenanted via @ArtsinBoston RFI. 🔥💯

Very positive news. 👉🏽 @MassDEP has asked the developer of 232 A St to provide details regarding its #Ch91 civic/cultural space, including: floorplan; rent subsidy; fair tenancy plans in collab w @ArtsInBoston; etc. 🔥
Will the commitment become a viable obligation? Stay tuned.

Live music on Atlantic Wharf’s public courtyard yesterday evening, a collaboration between building owner @SustainableBXP and the @BerkleeCollege “Summer in the City” music series. @MassDEP @CLF #Ch91

232 A Street, a project on #Ch91 tidelands that includes an 8,000 sq. ft. civic/cultural space, exits BCDC on Tuesday on its way to BPDA Board on May 16.
Not a single document available today provides its floorpan. Or memorializes the actual zoning. Or the legal obligations. 😡

TONIGHT @BostonPlans Board: 232 A St moves toward approval on 5/16/24.
While an 8,000sf #ch91 cultural space presented in multiple public meetings isn't mentioned in any single filing at BPDA. How the hell is this possible?

Public restroom signage at 150 Seaport, improperly mounted in clear violation of a Chapter 91 license, remains in violation TWO MONTHS after notification to @MassDEP.
Even worse, the sign (at lower right) is now obscured by a planter.

You know things are going sideways when, given a choice between a permanent #Ch91 cultural space built to a Sea Level Rise Design Flood Elevation of 21' or one at 16.5' that will face challenges with floods and retrofits, you get pushback from artists in favor of higher ceilings.
What does “Waterfront for All” really mean? Direct some relatively meager #Ch91 funds to low cost amenities, a few public restrooms and local non-profits, until the funds run dry? @BostonPlans @MassDEP
"Vision" for the Dorchester Bay City waterfront, subject to Ch91 permitting @MassDEP, is more banal than the Fort Point Channel's.
Where is the kayak/SUP/surfboard launch? Where's the public floating dock running the length of the DCR park? Where's the boathouse? Amphitheater?

BREAKING at 5-15 Necco:
Another excellent precedent for both @BostonPlans and the @MayorWu administration, this one regarding 4,750 square feet of #Ch91 cultural space at 5-15 Necco (former #GE site).
An end to private, inside deals for deeply-subsidized tenancies. 🔥 cc @CLF

Meanwhile an oyster bar with a COB-approved liquor license will soon tenant a freestanding outbuilding 👉🏽in a public park👈🏽 hard-won in the #Ch91 license for "Snack Bar" or "Fishing Rod Rental" facilities.
BPDA, DEP and water carriers looked the other way on tortured legalese.
When short $$$ spent by savvy developers on waterfront programming dries up in decades ahead, the public will realize how little attention was paid to #Ch91 capital investment and incremental marginalization of civic/cultural spaces.
