Shelby County Historical Society Scandal Now in Court
The Shelby County Historical Society controversy has officially moved from rumor and outrage to the courtroom.
On April 1, 2025, three longtime Society members — Lea Ann Robertson, Carol Hubbard, and James Foster — filed a civil petition in Shelby County Circuit Court (Case #25SB-CC00003), seeking an injunction against Kathleen Wilham, the Society’s former president.
Their lawsuit lays out a pattern of serious misconduct and organizational abuse, including:
• Removing multiple boxes of historic materials from the museum
• Giving away Society property to other counties without board approval
• Using Society-paid staff for personal errands and political causes
• Ordering $10,000+ in demolition services without consent
• Disabling security cameras, changing locks, and blocking officer access
• Operating the museum without functioning security systems
• Withholding insurance during a 10-month construction project
• Obstructing board governance and manipulating bylaws
They also allege Wilham was still removing materials from the Society as recently as March 31, 2025.
The petition includes a March 22 email from Wilham, where she claims assistance from Senator Cindy O’Laughlin, attorney John Russell, Sheriff Frederickson, and Prosecutor Jordan Force in reopening the museum after its lockdown.
However, the plaintiffs assert that neither the sheriff nor the prosecutor authorized any of Wilham’s actions.

What the Plaintiffs Are Asking the Court:
• Ban Wilham from accessing Society property
• Force the return of all removed materials & keys
• Restore all disabled security systems
• Prohibit Wilham from acting on behalf of the Society
• Authorize and oversee a lawful election of officers
They argue that Wilham’s actions threaten both the Society’s 501(c)(3) status and its legal standing as a public-interest trustee under Missouri law.
This case is now on record and under review in Shelby County Circuit Court.
Missouri’s top senator is named in this dispute.
Millions in historical assets and public trust are on the line.

Senate Pro Tem Cindy O’Laughlin wants you to believe she’s a neutral helper—just trying to support volunteers and bring calm to the Shelby County Historical Society dispute.
She claims she consulted the sheriff, listened to both sides, and wants to “be part of the solution.”
But here’s what really happened:
•She wrote a letter to the editor before the public backlash, openly siding with longtime curator Kathleen Wilham, portraying her as the victim
•She attended to protect Wilham’s position, dismissed reform efforts as “creating dissension,” and encouraged people to attend the meeting to support the status quo
•She allegedly entered the locked museum with Wilham, where the security system was dismantled
•She now claims she’s being “criticized for trying to help”—but conveniently ignores the actual allegations of obstruction, asset removal, and board interference
This isn’t mediation.
This is protection.
And it started getting real the moment the money showed up.
Because what changed everything?
The Historical Society inherited land that was sold for $3.5 million.
What used to be a quiet, volunteer-run nonprofit suddenly became a multi-million dollar organization—and with it came the fight for control.
•That $3.5 million belongs to the nonprofit, not any individual.
•It must be governed by a lawfully elected board, not by friendships or legacy.
•And any attempt to bypass the bylaws, block elections, or move funds without oversight is not only unethical—it may be illegal.
So when Sen. O’Laughlin steps in, sides with Wilham, and undermines reform under the guise of “helping,” we have to ask:
Was she really trying to mediate… or was she enabling a power grab over millions in public assets?
The people of Shelby County—and Missouri—deserve transparency.
They deserve answers.
And they deserve leaders who don’t weaponize public office to protect private control.
