#DRC - Is the DRC a failed state?
Professor Robert Rotberg’s framework (Harvard Kennedy School) identifies 16 key indicators for assessing whether a state can be classified as “failed.”
Let's apply these indicators to the DRC case and evaluate whether it fits such classification.
1. Escalating criminal and political violence: the DRC has experienced a prolonged and highly volatile government made crisis. This environment has led to emergence of hundreds armed groups. These non state actors were legitimised in 2023 and work with the national army. Yet, these groups have carried out widespread violence against civilians amounting to crimes against humanity.
2. Erosion of border control: For more than two decades, the DRC has depended heavily on UN forces and external forces, including mercenaries, to maintain border security, reflecting limited sovereign control over its territory. In other cases, it is responsibility shared with the non-state actors.
3. Deepening societal divisions: government policy and legislation in 1990s had led to ethnic conflict.
4. Chronic conflict dynamics: since independence in 1960, the DRC has experienced repeated cycles of armed conflict, amounting to conditions of civil war in various regions.
5. Violence against civilians: a wide range of reports indicate that state forces and allied militias have carried out sustained attacks against certain communities, including the Tutsi/Banyamulenge, with serious humanitarian consequences and widespread destruction of civilian infrastructure and livelihoods.
6. Institutional weakness and corruption: governance structures remain fragile and ineffective. Endemic corruption, conflicts of interest, and entrenched patronage systems continue to undermine accountability, transparency, and the development of a fair and open economic environment.
7. Severely underdeveloped infrastructure: basic infrastructure, particularly road networks, remains critically inadequate, significantly limiting economic development and state reach.
8. Weak fiscal capacity: the state struggles to generate revenue effectively due to widespread informality, and systemic inefficiencies in tax administration. There overlaps of agencies collecting taxes.
9. Fragile public health system: there is no such as a welfare system and limited healthcare capacity leave large parts of the population vulnerable, with minimal institutional support.
10. Poor health outcomes: there one of the highest infant mortality rate and low life expectancy largely due to conflict, poverty, and inadequate access to healthcare services.
11. Declining education system: teachers are extremely poorly paid or not qualified. Access to quality education remains poor. There is weak enforcement of compulsory schooling.
12. Economic instability: Inflation is high, currency volatility, and high expenditures continue to destroy economic stability.
13. Dollarisation of the economy: the main currency in the DRC is $, reflects limited confidence in domestic financial institutions.
14. Food insecurity: the DRC is facing a major humanitarian crisis, with tens of millions experiencing acute food insecurity due to conflict, displacement, and economic hardship.
15. Political manipulation and clientelism: political elites in the DRC often exploit ethnic divisions and patronage networks to maintain power, further weakening state cohesion and governance.
16. Crisis of legitimacy: in the DRC, there is a persistent corruption, instability, and institutional dysfunction undermine both domestic and international confidence in the state, limiting prospects for reform and sustainable development.
