THE ABSENTEE COMMANDER: TINUBU’S PARIS HABIT AND THE CHAGOURY KINGDOM

There is a word for a head of state who flees a massacre site after fifteen minutes, never enters the city, and speaks to traumatised widows in an unlit airport terminal. That word is not President. That word is not Commander-in-Chief. That word is businessman. And Bola Ahmed Tinubu is, above all else, a businessman — a self-made hustler who stumbled into Aso Rock without ever acquiring the psychological, moral, or intellectual architecture that the office demands.
The facts on the ground are as damning as they are undeniable.
**THE PARIS NUMBERS**
Since assuming office on May 29, 2023, President Tinubu has logged approximately 261 days abroad, visiting at least 30 countries on 51 unique and recurrent trips — covering approximately 260,000 nautical miles and over 400 flight hours. Of all his destinations, one stands above every other in frequency, in duration, in mystery. Paris.
France has become the destination of choice for President Tinubu — the most visited country of his presidency, with several private, state, and “working” visits making it the single most frequented stop for the Nigerian leader. Paris, the French capital, remains Tinubu’s most frequented destination, with 11 visits since assuming office. By April 2025, he had spent at least 59 days in France during eight trips — more than any other country on earth.
Let that figure breathe. **Fifty-nine days. Eight trips. Eleven visits in total.**
In 2023, he travelled abroad 13 times. In 2024, 19 trips. In 2025, at least six. France was the most frequently visited country across all years. As of January 2025, Tinubu had spent over 30% of his time in office outside Nigeria. According to data from the Open Treasury Portal, the Presidency spent ₦36 billion on international travel in 2024 alone. An earlier report revealed at least ₦34.39 billion spent on foreign exchange purchases for international travel and related obligations covering 2024 and 2025.
While 133 million Nigerians live in multidimensional poverty, the presidency is running a ₦70 billion-plus travel account. All roads, it seems, lead to Paris.
Though publicly labelled as “private” or “working” visits, speculation has mounted over the possibility of medical motives. During the 2023 presidential campaign, Tinubu’s health was a major public concern. The Africa Report revealed in 2023 that his post-election visit to France was not merely a “relaxation visit” — he was said to have been at the American Hospital of Paris for medical attention.
Nigerians are not being governed. They are being billed.
**JOS: THE AIRPORT THAT WAS CLOSE ENOUGH**
Then came Palm Sunday, March 29, 2026. The Angwan Rukuba district of Jos. A coordinated massacre. At least 28 Christians murdered in a densely populated residential neighbourhood. Thousands of students fleeing the Plateau State Polytechnic — two miles from the venue — clambering into trucks to escape.
President Tinubu did not travel beyond the airport, located approximately 15 miles from the city, despite the ongoing killings. He addressed a gathering of government officials and community leaders at a town hall meeting within the airport premises. The traumatised people of Anguwan Rukuba ended up visiting the President at the airport — and were blamed: “Your airport has no light.”
His 15-minute speech focused largely on reflections of a once-peaceful Jos and assurances of renewed effort, culminating in a promise to install 5,000 CCTV cameras. “I promise you that this experience will not repeat itself,” the President said. It was a phrase he had used before, in other states, after other funerals.
It took a staggering 84 hours for the President to visit a state less than a three-hour drive from his office in Abuja. A frightened, desperate Commander-in-Chief losing territory to terrorists and bandits — more interested in rolling out armoured tankers against protesters than against the terrorists themselves.
In the first half of 2025 alone, at least 2,266 people were reportedly killed in Nigeria — surpassing the total fatalities recorded in all of 2024. The National Human Rights Commission documented 570 killings and 278 kidnappings in April 2025 alone.

**THE CHAGOURY EMPIRE INSIDE THE PRESIDENCY**
And at the centre of every deal, every contract, every billion allocated without tender, is one man. Gilbert Ramez Chagoury. Convicted money launderer. Former bag man for Sani Abacha. Once banned from the United States on terrorism grounds. Now Nigeria’s most decorated contractor.
Chagoury’s Hi-Tech company was awarded the $11 billion Lagos-Calabar Coastal Highway project in 2024 — without competitive bidding. Then came a $700 million contract to refurbish Tin Can and Apapa ports. Chagoury’s ITB Nigeria has no significant experience in seaport construction, yet the Federal Executive Council approved the contract at Tinubu’s personal discretion.
In January 2025, the Nigerian leader conferred the Grand Commander of the Order of the Niger — one of Nigeria’s highest national honours — on Chagoury himself.
The President’s son, Seyi Tinubu, sits on the board of CDK Integrated Industries, a subsidiary of the Chagoury Group — while that same son goes on television to tell Nigerians his father is not in office to enrich himself or his friends.
Chagoury also reportedly provided the private jet used by Tinubu’s delegation on his 2024 state visit to South Africa, further embedding the financier into the mechanics of state operations. While Chagoury secures billion-dollar contracts, Abuja’s public schools are shuttered, workers are unpaid, and land once reserved for education is quietly reallocated to insiders.
Former anti-graft chief Nuhu Ribadu — now Tinubu’s own National Security Adviser — once said: “You couldn’t investigate corruption without looking at Chagoury.” He no longer investigates anyone.
**THE VERDICT**
Tinubu did not arrive at Aso Rock carrying the mental acuity, the gravitas, or the command instinct that the presidency of Africa’s most populous nation requires. He arrived carrying deal flow, loyalty networks, and a Rolodex built over four decades of Lagos transactional politics. He governs the way he always has — from the position of a man asking: what is in this for me?
The Commander-in-Chief does not visit war zones. He visits Paris. He does not read intelligence files. He reads contracts. He does not inspire the military. He confers national honours on convicted money launderers.
Eleven trips to Paris. Fifty-nine days. ₦70 billion in travel. A massacre at an unlit airport fifteen miles from the people he abandoned.
Nigeria is not being led. Nigeria is being managed — for profit.
