.Good examples from @colinrtalbot of markets such as #ICT or #DefenceProcurement where vfm is more difficult due to limited competition - other examples include #infrastructure in difficult terrain. #publicprocurement procedures such as #competitivedialogue can sometimes help

@JohnTizard Altho even that isn't simple. Some big 'phyical' items like weapons systems or large computing platforms would probably benefit from a more relational approach? Competitive contracting has proved to be deeply flawed sometimes in those areas.
