The imposition of a 3-month deadline on the Parliamentary standing committee for home affairs to submit its report on the three new criminal law bills is deeply troubling. It reflects the government’s intention to pass these bills in a hurry. The entire process of crafting these bills has been shrouded in secrecy, to the extent that even the report from the criminal law reforms committee that studied and recommended the changes remains undisclosed. It’s disconcerting that laws with a significant impact on people’s lives and liberties are being pushed through without adequate consultation. Particularly concerning is the provision to extend police custody from 15 to 90 days and 60 days, which is nothing less than draconian. Imagine dealing with police torture for 3 whole months—this is what the new CrPC bill seeks to legalise. Without proper consultation and changes, the current bills are bound to strike on those the state considers its enemy.
