In Para 1, you state that the total budget is not available. Yet in Para 3, you claim that DTS has achieved savings of ₹485.59 crore.
If the budget data is unavailable, how was the saving figure calculated so precisely?
@IndiaCAG, kindly investigate this. There appears to be a serious issue in the financial justification of this project.
why is money being spent on a new travel platform from the already constrained defence budget instead of prioritising essentials like bulletproof jackets and other equipment for soldiers?

The biggest irony of #DefenceTravelSystem is that its punch line says “Simplifying Defence Travel” ; yet just below that, officers are asked to submit claim documents again after travel.
If this is a computerized system and tickets are already booked against an officer’s service number then why should the same officer again submit proof of travel?
How is duplicating paperwork in the digital era “simplifying” air travel?
Instead of reducing manpower and bureaucracy, the system seems to be adding another layer of inconvenience for officers.

The #DefenceTravelSystem is becoming a textbook example of how public money gets wasted in the name of “control.”
A flight from Leh to Pune on 23 May is being booked through DTS at ₹41,529, while cheaper options are available in the market for nearly ₹30,000.
That’s an extra ₹11,000+ wasted on just ONE officer, ONE journey.
Now multiply this across thousands of defence personnel travelling every single day. The excess payout alone could easily cross ₹100+ crore annually.
And this is apart from:
• Massive yearly maintenance cost of the DTS platform itself
• Salaries and manpower diverted just to process ticket bookings
• 10000 Soldiers being reduced to clerical staff instead of operational duties
The irony? We keep hearing there’s “no budget” for critical requirements like bulletproof jackets, modern equipment, or troop welfare. Yet hundreds of crores are comfortably burned every year on a broken travel booking ecosystem.
What makes it worse is the complete lack of choice and convenience for soldiers.
In this case, personnel are being pushed toward a costlier SpiceJet ticket while cheaper options from IndiGo or Air India are available.
Why should a soldier deployed in Leh struggle for something as basic as booking a flight home?
Trust the armed forces.
Allow open market booking.
Reimburse transparently.
Stop forcing an expensive, outdated system on soldiers just to justify its existence.

The entire DTS system depends on three sources: Ashoka Travels, Balmer Lawrie, and IRCTC.
I looked into Ashoka Travels annural report https://t.co/j269ledwmz and found something worrying.
They tied up with a private company (Shree Plan Your Journey Pvt. Ltd), and suddenly their business jumped from about ₹3 crore to ₹94 crore. But the safety cover didn’t increase proportionately. Against this large exposure, they are holding only about ₹8 crore as security.
Even the auditor has said they cannot confirm whether the money will be recovered. That’s a big red flag, it basically means there is a real risk that the money may not come back.
In simple terms, @itdc_theashok itself depends on a private company for technology and operations, and there are concerns around payments and recoverability.
This raises a larger question: why is the government involved in running such businesses at all?
Ideally, the government’s role should be to set rules, regulate, and ensure fair play, not run commercial operations.
I hope some investigative journalist picks it up. Too many layers of corruption here

PCDA claims made on their website are false:
Claim #1 Convenience
1. They claim soldiers no longer need to visit PRS counters. In reality, soldiers still have to visit a designated room where DTS-enabled computers are kept.
2. Nearly 10,000 soldiers are permanently or temporarily deputed solely to manage DTS bookings.
Claim #2 — "Latest Digital Technology"
1. Troops face significant technical difficulties while using the system.
2. There is no option to book connecting flights.
3. Servers are extremely slow.
4. They rely on a decade-old pen drive technique just to allow a booking to proceed.
Claim #3 — "Available 24×7×365"
This is a blatant lie. Bookings can only be made during office hours when DTS centres are open. If a centre closes, a soldier has no option but to wait until the next working day.
DTS is a scam. I urge the govt to shut down this fraudulent system, which PCDA officers use as a justification, likely because someone is financially benefiting from this ecosystem.
Instead, all troops should be paid a logistics compensation on a per-km, per-person basis and allowed to independently choose their mode of transport.
In an era when India has a well-developed network of expressways and booking platforms, forcing soldiers to use a decade-old system in the name of compliance is both regressive and unjust and someone is getting benefitted in this.
