• Shakhas were declared "𝐢𝐧𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐭 𝐮𝐧𝐢𝐭𝐬" with their own executive bodies — "𝐧𝐨 𝐡𝐞𝐚𝐝 𝐨𝐟𝐟𝐢𝐜𝐞" on paper.
