Duterte Legacy: Grand conspiracy to conceal drug-related criminal enterprise
In a press conference earlier today, DILG Jonvic Remulla reiterated what we’ve been saying for a while now — that indeed there’s a drug-related grand conspiracy during the time of former President Rodrigo Duterte.
The DILG Secretary said that they conclusively established the ‘grand conspiracy” involving the 1.) the selling 2.) the arrest 3.) storage 4.) the intent to distribute 5.) intent to cover-up. The PNP will conduct a thorough review of cases from 2016 up to 2022, in relation to the “reward system” institutionalized during the time of the former President Duterte.
This would have explained a lot of things, the question of thousands of extrajudicial killings deaths and yet a very limited number of cases filed. Why despite the overwhelming amount of evidence, it seems as though the police then were protected. And why the revelations made in the House Quad Committee actually made sense.
The Department of Justice in the same press conference said that they are confident that the cases filed against the 30 police officers will be successful.
As someone who has been against Duterte’s War on Drugs since its first few casualties, moreso when thousands died in the state-sponsored killings.

In the attempt of the Dutertes and their supporters to discredit the House Quad Committee and the House Committee on Good Government and Public Accountability, they often ask “How is that in aid of legislation?”.
Honestly, I do know which scenario is worse: 1.) If they really do not know and yet they’re yapping about it on social media 2.) If they are pretending to not know for their pro-Duterte narrative.
Although I am not the type who go head to head with trolls especially when the conversation lacks substance, let me err on the side of caution and use whatever limited platform I have to put clarification on this as I fear they might influence a few.
Re: the Questionable Expenditures of Vice President Sara Duterte
As of December 31, 2023, the Department of Education under Vice President Sara Duterte received Php 12,297,257,298.93 worth of disallowances, suspensions and charges. 12.3 Billion pesos, ladies and gentlemen!
But then there’s the COA flags of the Office of the Vice President, Notice of Disallowances were issued regarding the Php 73 million of the Php 125 million confidential funds in 2022 and 164 million of the 375 million in 2023.
Please remember as stated, aside from the oversight function of the legislative, the most important piece of legislation the congress passes every single year is the state budget or the General Appropriations Act. So yes! This is in aid of legislation and the core mandate of the House of Representatives.
It is not normal for government agencies to have this many COA flags! I always say that it is either the Vice President is one extremely incompetent leader or something else is going on there.
It is important to note that these are on top of low utilization rate, questionable biddings as established in the budget hearings of the House of Representatives.
Re: The House Quad Committee
There is a reason why the House Quad Committee has thousands of live audiences even after fourteen hours of marathon hearings and late adjournments each and every time. The committee earned the respect of the public because of its good roster of legislators and their ability to elicit truth from the resource persons and witnesses present.
In a matter of months, the investigation of the House Quad Committee was able to establish a lot of monumental things concerning the linkages between the criminal acts concerning POGOS, the extra judicial killings during Duterte’s War on Drugs and the proliferation of illegal drugs.
In fact! The Department of Justice created a taskforce who will work closely with the House Quad Committee as announced by Chairman Ace Barbers last hearing. This is aside from the turn-over of documents to the Office of Solicitor General for the filing of cases just recently.
In aid of legislation? Yes! The member of the House Quad Committee filed the following pieces of legislation as a direct result of its hearing and I think we can expect more:
House Bill No. 10987, or the proposed Anti-Offshore Gaming Operations Act
Yes! Since legalization of POGOs were done with a piece of legislation, there’s a need to submit and pass this as well on top of the EO issued by the President yesterday.
House Bill No. 10986 or the proposed Anti-Extrajudicial Killing Act.
“This bill seeks to explicitly criminalize EJK, ensuring that any individual, regardless of rank or position, who is found guilty of participating in, authorizing or condoning such acts, will face appropriate criminal penalties,”
House Bill No. 11046 also known as the proposed “Civil Forfeiture Act”.
“The bill seeks to authorize the government to seize real estate unlawfully acquired by foreign nationals, particularly those linked to illegal Philippine Offshore Gaming Operators (POGOs)”
Bluff expert and tactical talaga itong mga Duterte.

I must admit that she had me going, if her intention was to divert us from issues connected to her and her office — she actually did a great job! I was angry the whole time! The whole time!
Now that I’m more calm, I see it as it really was… a desperate attempt to cover-up the truth.
After watching the public hearing of the House Committee on Good Government and Public Accountability, I was wondering what her explanation or defense will be from what was clearly established yesterday.
Instead of explaining to us the clear dishonesty in the liquidation of confidential funds using certifications from military officers… she threatened to desecrate the dead, as if she has the power to do so.
There’s no way the rental of safe houses would be Php 45,454.55 per day in 2022 especially in areas where it is needed. I have been going around the country for various projects for ten years and unless the safe houses are five star hotels, there’s no way it will be that expensive, right?
But instead of straightening out facts… She threw unsubstantiated criticisms against the President. Desperate is the only word I could think of at the moment.
Just an additional information, according to the public hearing yesterday, in 2023 the Office of the Vice President spent 16 million confidential funds for 53 days in safe house rental (1st Quarter). Another 16 million for 2nd quarters which is just 67 days and another 5 million for the third quarter! Who in their right mind would believe that?
Now more than ever! I am more inclined to believe that maybe the attacks against the President and the first family were from her camp — if you noticed everything she said earlier are the same things the trolls have been saying for a long time now. The exact same things! Hmmm coincidence? I don’t think so.
Let’s use whatever limited platform we have to tell our senators that they need to look at the Vice President’s questionable expenditures too! The Senate will deliberate her budget in plenary in November. Hold Sara accountable!

I am beyond disgusted on how the Department of Education under the leadership of Vice President Sara Duterte justified the disbursement of Php 15 million confidential funds.
Duterte’s office used the certifications issued by the military officers as justification and supporting documents for CIF payments when in fact no funds were released for the conduct of the said activities. Not only did she betray the trust and confidence of the Philippine Army who readily gave her office the certification for the conduct of the Youth Leadership Summit… as a taxpayer, she also betrayed me. Vice President Sara Duterte betrayed the public.
Among all the good interpellations today, I find this one of Cong. Keith Flores the best for it clarifies a lot of things, leaving no room for the DDS narrative to proliferate. I recommend you watch this video in full and share if you may.
Cong. Flores was established the following:
1.) That the Department of Education did not have any participation or active role in the conduct of the Youth Leadership Seminar 2.) That the Youth Leadership Seminar is a regular program of the AFP and not a product of information purchased by the Department of Education 3.) No information (purchased or not) from the Department of Education was relayed or given to the Armed Forces of the Philippines for the conduct of YLS or identification of locations based on vulnerability.
It was also clear that the military officers were not informed that Usec. Mempin will use the certification to justify an expense or COA AOM.
I am disgusted! Beyond disgusted! I say the House Committee on Good Government and Public Trust should look further, even the Vice President Sara Duterte’s billions of confidential funds as Davao City mayor.
And don't let me get started with the amount used for the rental of safe houses! No wonder why Vice President Sara Duterte refused to take an oath... It figures.
