During my panel session at the Russia-Africa summit on Scientific Partnership Between Russia and Africa, I emphasised the need for our scientific partnerships to focus on value addition to Africa’s natural resources and increased energy generation.
Africa is rich in raw materials, yet we continue to spend heavily on importing finished products. Over the next five years, our cooperation with Russia must help us develop the technologies to process these resources locally, strengthen our industries and expand energy capacity to support industrial growth.

To cap the day, I met the leadership of the Kansai Research Institute (KRI), which coordinates the Keihanna Science City ecosystem, led by Mr Tadahiko Mori, Managing Director.
I was impressed by the City’s architecture, governance and operating model, bringing together government, universities, research institutions, industry, startups and residents within a vibrant innovation ecosystem. Its approach combines shared R&D facilities, industry participation, proof-of-concept environments, startup acceleration and clear pathways from research to commercialisation.
We requested KRI’s mentorship and technical support in developing Uganda’s High-Tech City and other critical STI infrastructure, particularly in institutional design, cluster governance, investor attraction, shared-facility management and market-led innovation programming.
