📌 Repeating the same “success stories” will not solve unresolved refugee situations.
115 mandate refugees in #Kyrgyzstan are still waiting.
#Geneva2025 #EqualProtectionForAll #ResettleMandateRefugeesFromKyrgyzstan
📌 Kyrgyzstan was internationally recognized years ago as the first country in the world to resolve its known statelessness cases and received global praise for that achievement.
Today, remaining rare documentation cases inside #Kyrgyzstan are already being addressed successfully by national institutions, including the Ombudsman Institute.
Yet UNHCR Central Asia continues recycling the same old “success story” campaigns and repeatedly showcasing the same faces — while 115 Afghan mandate refugees recognized under UNHCR’s own mandate remain trapped in a completely unresolved legal vacuum after more than 25 years in exile.
Recognized by UNHCR.
Rejected under national law.
Still without durable solutions.
⚠️ No legal recognition.
⚠️ No resettlement progress.
⚠️ Almost no meaningful communication.
⚠️ No transparency about our future.
If the statelessness chapter in #Kyrgyzstan has already been largely resolved and internationally celebrated, then why do unresolved mandate refugees continue receiving so little visibility, urgency, and attention?
Sometimes it feels as if repeating old “success stories” has become easier than confronting unresolved refugee realities.
🕊️ Survival is not the same as protection.
📌 Refugee status is not meant to become a lifelong condition.

Young people who should have been building careers, families, and futures are still living inside uncertainty after more than 25 years in exile.
115 Afghan mandate refugees in #Kyrgyzstan remain recognized by UNHCR — but without legal recognition under national law.
This is not temporary anymore.
This is a prolonged legal vacuum where refugee status exists on paper, but normal life remains impossible.
Refugee status is not meant to become a fate.
While international forums discuss protection, inclusion, and responsibility-sharing, real families continue losing years that can never be returned.
We are a small group.
A solvable humanitarian case.
Not a burden to the world.
Return to Afghanistan is not safe.
Integration is not possible without legal recognition.
Resettlement is the only durable solution.
We respectfully ask for our cases to be reviewed and prioritized before more years are lost.

🔴 115 PEOPLE SHOULD NOT BE INVISIBLE TO THE WORLD.
More than a quarter of a century has passed — yet 115 Afghan mandate refugees in #Kyrgyzstan are still waiting for a real solution.
Recognized by UNHCR.
Ignored by the system around us.
We are not asking for luxury.
We are asking for what refugee protection was always supposed to mean:
• legal safety
• stability
• dignity
• a future for our children
Instead, we remain trapped in a legal limbo where even basic certainty about tomorrow does not exist.
While international conferences discuss inclusion and responsibility-sharing, our lives remain frozen between paperwork and silence.
A refugee mandate without resolution becomes something dangerous:
a permanent suspension of normal life.
An entire generation has already grown up inside this uncertainty.
Young people who should have been building careers, families, and futures are still waiting for answers after decades in exile.
And the most painful question remains:
If even a small group of 115 recognized refugees cannot receive a durable solution after 25+ years — what message does that send about the global protection system itself?
Integration cannot work where legal recognition does not exist.
Return to Afghanistan is not safe.
🕊️ Resettlement remains the only realistic and humane solution.

While the world speaks about refugee protection, inclusion, gender equality, and durable solutions, 115 Afghan mandate refugees in #Kyrgyzstan remain trapped in one of the longest unresolved refugee situations in Central Asia.
We are officially recognized by UNHCR as refugees in need of international protection.
But under Kyrgyz law, our status still has no legal recognition.

🔴 SAFE AND LEGAL PATHWAYS SHOULD ALSO APPLY TO REFUGEES ALREADY TRAPPED INSIDE THE SYSTEM.

But what about refugee families who have already spent more than a quarter of a century waiting inside the international protection system itself?
115 Afghan mandate refugees in #Kyrgyzstan remain trapped in legal limbo after more than 25 years.

• no meaningful pathway forward
Many of us have lived here for decades.
Some of our children were born and raised in exile.
An entire generation grew up waiting for a solution that never came.
If the international community truly believes in safe and legal pathways, then long- forgotten refugee families already documented by #UNHCR should not remain invisible indefinitely.
At times, it feels as though UNHCR’s presence in our situation exists mostly on paper.
There are very few public updates.
Very little visible engagement.
Very little transparency about what future - if any - exists for this small group of 115 people.
We are not asking for special treatment.
We are asking for the basic principle that refugee status was never meant to become a permanent condition lasting decades.
Refugee status is not meant to be a fate.

Afghan women in #Kyrgyzstan are left in legal invisibility.
Not protected.
Not recognized under national law.
Not included in the system.
This is not temporary.
This is not an oversight.
This is systemic exclusion.
Which means:
No legal status.
No right to work.
No stable access to healthcare.
No effective protection.
No real access to justice when rights are violated.
For more than a quarter of a century.
When something happens -
there is nowhere safe to turn.
When rights are denied -
there is no system that fully protects them.
They exist - but are not recognized.
They live - but are not protected.
They remain — but without rights.
They are not on headlines.
They are not in reports.
They are not a priority.
Yet they are here.
While the world speaks of protection, inclusion, and gender equality -
115 Afghan mandate refugees in #Kyrgyzstan remain excluded from all of it.
Refugee status is not meant to be a fate.
But here, it has become one.
Return to Afghanistan is not safe.
Integration is not possible.
Resettlement is the only solution.
Everything else is delay.

🔷 While one family was resettled -
115 others remain invisible.
Equal protection must mean equal access to resettlement.

🔴 115 Afghan mandate refugees in #Kyrgyzstan - still without status, still without protection
For more than a quarter of a century, we have lived in a legal vacuum.
We are #UNHCR-recognized mandate refugees - but Kyrgyzstan does not recognize our status under national law.
This means:
no legal right to stay,
no access to work,
no real protection.
We are left outside the system entirely.
Many of us fled Afghanistan decades ago - during years of conflict and international military presence - seeking safety and protection.
Today, we remain without a durable solution.
Kyrgyzstan is a small country with limited resources.
It cannot and should not carry this responsibility alone for decades.
Responsibility must be fairly shared - especially by those with the capacity to provide protection and resettlement.
At the same time, the situation on the ground raises serious concern:
there is almost complete silence from #UNHCR.
No clear updates,
no communication,
no visible engagement.
It increasingly feels as if the issue of mandate refugees in #Kyrgyzstan is no longer being addressed at all.
Yet today, 115 Afghan mandate refugees remain excluded:
no resettlement,
no pathway forward,
no future.
While the world speaks of protection, inclusion, and gender equality -
115 Afghan mandate refugees in #Kyrgyzstan remain excluded from all of it.
Return to Afghanistan is not safe.
Integration is not possible.
Resettlement is the only solution. Everything else is delay.
We kindly ask you to prioritize our resettlement before more years are lost.
Refugee status is not meant to be a fate - yet for us, it has become one.

🔴Concern for Afghan women must be consistent -
not selective.
In #Kyrgyzstan, Afghan refugee women have been denied legal access to work for more than a quarter of a century.
Same rights. Same dignity. No exceptions.
