Pakistan and China issued a Joint Statement on May 26, 2026 at the conclusion of Prime Minister Shehbaz Sharif’s @CMShehbaz visit to China from May 23 to May 26. The statement also covered Afghanistan, Pak-Afghan Taliban meetings and security related issues;
“The Pakistani side spoke positively of the successful holding of the informal talks among China, Afghanistan and Pakistan in Urumqi, Xinjiang, China in April 2026, and welcomed the Chinese side to provide a dialogue platform for communication between Pakistan and Afghanistan. Both sides agreed to stay in close communication and coordination on the issue of Afghanistan. The two sides stressed on the need of not allowing any individual, group or party, including the Tehreek-e-Taliban Pakistan (TTP), the Eastern Turkistan Islamic Movement (ETIM) etc., to use the territories to harm and threaten regional security and interests, or conduct terrorist actions and activities."
The statement says "The Chinese side stands ready to work with the Pakistani side to fully implement the GSI, establish the China-Pakistan Security Partnership, conduct continued bilateral and multilateral counter-terrorism cooperation, and strengthen military-to-military cooperation, so as to further play a positive role in promoting regional peace and stability. The Pakistani side will take targeted steps to strengthen security measures and cooperation to ensure the safety of Chinese personnel, projects and institutions in Pakistan. China supports Pakistan in its continued and firm fight against terrorism. Both sides called on the international community to enhance counter-terrorism cooperation, and reaffirmed their firm opposition to applying double standards on counter-terrorism or to politicizing and instrumentalize counter-terrorism."

China-Taliban: "The Taliban is unwilling to meet China's demands on ETIM due to ‘comradeship' from fighting the Soviet invasion together, shared religious beliefs, Pashtun traditions of protecting those seeking asylum, and social ties such as intermarriage“ - Liu Zongyi, Director of the Center for South Asia Studies at the Shanghai Institutes for International Studies (SIIS), recently returned from field research in Pakistan and Afghanistan.
During his visit to Kabul, which was at the invitation of the Taliban’s Ministry of Foreign Affairs, he held several days of discussions with foreign affairs officials and scholars from Kabul University.
Context: East Turkestan Islamic Movement (ETIM) is regarded as a terrorist organization in China, founded by Uyghur separatists seeking to establish an independent Islamic state known as "East Turkestan" in China's Xinjiang Uyghur Autonomous Region. Hasan Mahsum founded it in the late 1990s (often cited as 1997) before being killed by Pakistani forces in 2003.
The UN Security Council officially designated ETIM as a terrorist organization one year after 9/11. However, the US removed it from its list of designated terrorist organizations in 2020, citing a lack of evidence that the group is still active.
China's relationship with Syria, following the fall of the Assad regime in late 2024, is also constrained by what China sees as the presence of ETIM, or Uyghur fighters, who have been integrated into the national security forces.
Excerpts from Liu's interview with The Observer (Guancha), published on the 20th:
Guancha News: In your exchanges with Afghan government officials, did you learn what their most pressing concerns are?
Liu Zongyi: During our discussions, the issue they mentioned most frequently was their hope that China would invest in Afghanistan. Their current foreign policy is a "balanced diplomacy" with the economy at its core; they advocate that "economics is politics." They hope to use economic cooperation as a platform to drive the normalization of bilateral relations with China, Central Asia, and other countries and regions. According to them, as long as a party is willing to engage with them, they will establish normal diplomatic relations and no longer pursue past grievances, regardless of what they were.
"Drug cultivation still exists. Their economy now primarily relies on two pillars: agriculture and animal husbandry, and international aid. However, aid from Western countries has been significantly reduced, while aid from the World Bank and the United Nations continues... Overall, since the Taliban returned to power, the Afghan economy has shown a steady but slow progress, but the overall level has not yet recovered to the level of the previous Ghani government in 2020."
Many countries are reluctant to invest in Afghanistan. A key reason is that the United States has not yet lifted financial sanctions on the country, which makes it difficult for external capital to enter, and even if it does, it is hard to remit profits. Additionally, the local investment environment in Afghanistan is harsh, with the most prominent obstacle being the issue of security."
"Security issues, especially those related to the 'East Turkestan Islamic Movement' (ETIM), have become the most difficult sticking point in our exchanges with the Afghan Taliban. They confidently state that the ETIM organization is currently completely under their control, but they have also made it clear that they are unwilling to fully satisfy China's relevant demands."
"An official from the Afghan Ministry of Foreign Affairs responsible for Chinese affairs even said to us directly: 'Look at how much money the United States and the EU give us in a year; the money you, China, have given us over the past five years ain't even scraps. Aren't you embarrassed?'"
"We retorted on the spot: 'Your problems were not caused by us. What does Afghanistan's current situation have to do with us? Our provision of aid and charity is out of humanitarianism; it certainly cannot be compared to the Western powers who caused destruction in Afghanistan.'"
"The Supreme Leader of Afghanistan, Hibatullah Akhundzada, resides year-round in his birthplace, Kandahar... He is surrounded by a group of theological clerics... They are extremely conservative, which is why they have introduced policies such as not allowing girls to receive an education."
"The Taliban leadership currently has some issues with grasping reality 一些认知存在问题; they do not know much about the outside world, and they don't seem to want to know more... To secure EU aid, they halted oil field development cooperation with Chinese enterprises. In my view, these decisions are very short-sighted."

#China-drafted UN Security Council resolution passed Monday urges #Afghanistan's Taliban to combat #TTP, #BLA, #ISKP, #ETIM, Al-Qaida & other terror groups.
The 15-member Council unanimously approved a resolution to extend the UN Assistance Mission in Afghanistan (#UNAMA) for three months instead of one year as is customary, reaffirming a call for the country’s de facto Taliban rulers to prevent Afghan territory from being used to shelter or support any form of terrorist activity. “We urge the Afghan authorities to take more resolute and effective measures, in line with Security Council resolutions, to combat all terrorist forces—including the TTP, the BLA, the ETIM, ISKP, Al-Qaida, and others,” stated Fu Cong, the UN envoy of China that drafted the resolution. However, he explained that the mandate adjustment is intended to “strengthen, not weaken, UNAMA’s role, and to better advance the political settlement of the Afghan issue,” Fu added the resolution expresses serious concern over the continued erosion of the fundamental rights of Afghan women and girls and calls for the revocation of relevant restrictive policies to ensure women enjoy equal rights in education, healthcare, employment, public life, and other fields.

#China warned Monday, citing recent UN reports, that terrorist groups such as #ISILK, #AlQaida, #ETIM, and #TTP remain active in #Afghanistan, posing "a serious threat" to the country and its neighbors. “We call on the Afghan side to recognize the grave harm posed by terrorism, strengthen counterterrorism cooperation with regional countries, and resolutely eliminate all terrorist forces operating from Afghan territory,” Chinese envoy Fu Cong told a UN Security Council meeting on Afghanistan. In a rare public criticism of the Taliban’s restrictions on Afghan women, Fu noted that women’s basic rights, such as employment, access to healthcare, public services, and participation in social life, have become increasingly restricted. "This not only harms the physical and mental well-being of Afghan women but also does not contribute to social stability or economic development,” the Chinese envoy added.
Earlier, GeorgetteGagnon, the UN secretary-general’s special deputy representative for Afghanistan, also highlighted terrorism-related concerns. “More broadly, the potential threat of terrorism coming from Afghanistan remains a critical issue that concerns and unites the international community."
#US envoy Mike Waltz told the meeting Washington’s top priority in Afghanistan remains "the protection of US citizens and of the US homeland, which includes mitigating terrorist threats emanating from Afghanistan and securing the release of all those unjustly detained….we must condemn the Taliban for its engagement in hostage diplomacy."
Russia's envoy Vassily Nebenzia stated that “the persistent presence of ISIL-Khorasan” in Afghanistan is a cause of concern for Moscow. “Terrorists are using any excuse, any opportunity, to destabilize the situation in Afghanistan and beyond. ISIL fighters continue to receive external financial support and recruit new members. And it benefits them that the country continues to endure economic challenges.… The situation is also exacerbated by the unclear fate of weapons abandoned by NATO forces.”

The Quadrilateral Meeting in #Moscow of Special Representatives for #Afghanistan, comprising #Pakistan, #China #Russia and #Iran showed concern over the "continued presence of designated terrorist organizations, such as #TTP, #BLA, #ETIM, #Jaish ul- adl, #ISIL, and #AlQaeda," according to Pakistan's special representative Mohammad Sadiq @AmbassadorSadiq . "In light of this shared threat, the nations emphasized the critical importance of enhanced coordination and collaborative action to combat terrorism in all its manifestations," he said. The Quadrilateral Meeting of Special Representatives for Afghanistan, comprising Pakistan, China, Russia, and Iran, convened in Moscow to deliberate on matters of regional peace and security. "The participating states unanimously reaffirmed their steadfast commitment to a stable, sovereign, and peaceful Afghanistan, underscoring the necessity of a country free from the scourge of terrorism and external intervention," he said.
