In June 2023, IRCC introduced a temporary change to the Francophone Mobility Program, making it easier for French-speaking and bilingual workers to secure work permits in Canada.
This policy was a big boost for Francophone communities outside Quebec, helping employers hire skilled workers who speak French (or both French and English) without navigating a ton of red tape.
Specifically, it relaxed requirements in French Language proficiency from NCLC 7 to NCLC5 (in Listening and Speaking) and job offer in any TEER category instead of only TEER 0,1,2,3.
This opened doors for businesses facing labor shortages and for Francophone workers looking to contribute to Canada’s economy.
Now here’s the thing: unless IRCC or Immigration Minister Lena Metlege Diab (@LenaMetlegeDiab) announces an extension, the program will revert to its original, stricter rules once the temporary policy expires. That means job offers should be in TEER 0,1,2,3 and higher French-language proficiency requirement of NCLC7 would be required.
Francophone organizations and employers are eagerly hoping for an extension to keep this streamlined process in place. As of June 16, 2025, there’s no official word yet on whether IRCC will extend the policy.
Without an extension, expect a return to more complex requirements, which could mean longer processing times and additional hurdles. Here’s hoping for some clarity soon!
P.S: Psst .... This would also bring to an end all those advertisements promoting French language courses with guaranteed NCLC5 results in 2 months.
