Budget and Governance
Department heads must be empowered to manage their departments effectively and operate at full capacity. These leaders are closest to the day-to-day functions and needs of their teams and are best positioned to identify operational inefficiencies, service gaps, and opportunities for improvement. Their expertise must be recognized and utilized as an essential part of Oakland’s budgeting and governance process.
Department heads should serve as active participants in budget development, financial planning, and policy decisions—not as afterthoughts. Their direct involvement is critical to stabilizing the City’s finances, reducing unnecessary or duplicative spending, and ensuring that limited resources are directed where they are most needed.
Moreover, their participation must be rooted in transparency and accountability—not influenced by political agendas or special interest groups. City governance should be driven by the needs of the public and the frontline staff who deliver vital services—not by behind-the-scenes deals, council member’s agenda or external pressure.
A well-functioning city depends on empowering its internal leadership, honoring professional expertise, and ensuring that governance remains focused on serving the people of Oakland with integrity and fiscal responsibility.

Economic Development
The City of Oakland must prioritize the support and sustainability of existing small businesses before shifting focus to the attraction of new ventures or emerging minority entrepreneurs. Longstanding small businesses historically have been the backbone of Oakland’s economy and community identity—they deserve consistent support, especially in times of economic uncertainty or rising operating costs.
It is unjust for large businesses to shoulder the financial burden of additional safety and security services, while the City simultaneously highlights their presence as a symbol of economic success.
Meanwhile, small businesses—particularly those in underserved or historically disadvantaged neighborhoods—continue to struggle without adequate resources, access to funding, or the basic infrastructure needed to survive.
Economic development must be equitable and rooted in a strategy that retains and uplifts the businesses that have invested in Oakland for years. This includes providing direct support, technical assistance, access to grants or loans, and public safety services that don’t disproportionately rely on private investment or penalize smaller operations.
Only by investing in our current business community can Oakland build a truly inclusive and sustainable economic future.

Homelessness and Housing
Demand accountability and measurable outcomes from all homelessness service providers, as written in City contracts. Public funding should be directed only to programs that demonstrate success through independent creditable data audits.
Too many existing programs prioritize sustaining operations over delivering results—effectively warehousing individuals for funding rather than offering a real path out of homelessness. This cycle must end.
City policy must also ensure that encampments are not allowed to fester and grow beyond the capacity of outreach and supportive services. Allowing unmanaged encampments to expand undermines public health, safety, and the effectiveness of housing interventions.
Oakland must commit to transparent performance tracking, outcome-based funding, and a clear strategy that transitions individuals from the streets into stable housing with supportive services.

Public Safety and Violence Prevention
Demand accountability and measurable performance from existing violence prevention programs, and fund only those proven effective through performance data audits. An increase of Police Officers is Violence / Robbery Prevention.
At a minimum, the City should commit to reaching the 700-officer staffing level mandated by Measure NN—unless it is prepared to declare bankruptcy and invoke the “extreme financial necessity” clause to justify noncompliance with the OPD staffing requirement.
Unless regional funding becomes available, reintegrate the Ceasefire program—essentially an intelligence-led unit—back into OPD.
End MACRO who lacks a clear scope and seems to duplicate some homelessness services.
Ensure transparency by providing accurate and unfiltered OPD crime data. Assign a dedicated grant writer to secure funding for proven public safety initiatives, as has been successful in the past.
