Turkey’s Role in Somalia: Beyond Political Accusations and Short Term Narratives
Accusations that Turkey is backing Somalia’s ruling establishment are neither new nor surprising. This has become a predictable and repetitive claim, particularly from opposition circles. In 2021, Turkey was accused of propping up the Farmaajo administration, and today the very same accusations are being recycled against the government of President Hassan Sheikh Mohamud. Yet these claims often overlook a more important reality, Turkey’s engagement in Somalia goes far beyond personalities and temporary political administrations.
Turkey does not appear to be investing in one leader, one faction, or one government of the day. It is pursuing a long term strategic relationship with the Somali state itself. Its investments span critical sectors, including infrastructure, security, education, healthcare, ports, and institutional development. The security architecture and infrastructure being built today will not disappear with a change of government, they are assets that will serve Somalia and future administrations regardless of who occupies Villa Somalia.
What is increasingly evident, however, is that certain actors and political figures continue to benefit from financial and political backing provided by forces that have little interest in seeing a stable, united, and sovereign Somalia emerge. Some external agendas thrive on fragmentation, political instability, clan division, and weak governance, because a divided Somalia is easier to manipulate and exploit. These forces, directly or indirectly, undermine Somalia’s national sovereignty, weaken state institutions, and obstruct the country’s path toward genuine self governance and stability.
Turkey, like every serious state operating internationally, places its national interests first. No country engages abroad purely out of charity or sentiment. The difference is that Ankara has sought to align its strategic interests with Somalia’s long term recovery and state building ambitions. Somali political leaders must therefore abandon naïve expectations and recognise a fundamental reality of international politics, partnerships are built on mutual interests, not emotions. Diplomacy, investment, and strategic cooperation are, and have always been, a matter of give and take.
