The approval by the Board comes at a time when the country needs financing to sustain the progressive interventions tailored by the Government to respond to the 2023/2024 drought which severely impacted hydro- dependent electricity generation, agriculture production, and operational incomes for some small- scale and larger businesses, among other socio- economic ventures. It is anticipated that the IMF Board approval, being an endorsement of good economic governance, will help to strengthen investor confidence and accelerate foreign direct investment inflows un view of the assessment of debt as sustainable.
We are encouraged by the Board decision and will remain focused on the economic reform process as we continue on the path of enhancing public financial management and good governance, undertaking fiscal control to guarantee debt sustainability, and safeguarding social spending. Because of the decision of the Board, Zambia's economic reform strategy will be strengthened by the funds from the IMF, which will also increase economic resilience in light of the challenging global economic environment.
Zambia's ECF arrangement was approved on August 31, 2022, for US$1.3 billion. Following the severe 2023/2024 drought, it was augmented in July, 2024, with an additional 30 percent of quota (SDR293.46 million or US$385.7 million), thereby increasing access to a level of US$1.7 billion - to support implementation of the Eighth National Development Plan. The plan seeks to enhance economic governance, create a stable macroeconomic environment, attain debt and fiscal sustainability on a forward- looking basis, and foster inclusive growth to improve the livelihood of the Zambian people, in all regions, without leaving anyone behind.
