That’s because the 7.8 billion minds of this world are all points of vulnerability by which NHI gains access to the world. The psychological penetration cannot be defended against when your population is ignorant and unaware. Neither can the genetic penetration be so “managed and contained.” It is a situation of maximal vulnerability, with the global public completely ignorant and the defense establishments played to their competing agendas, and with state-specific legacy “programs” trying to control the NHI presence whose involvement bridges all state boundaries. All the while the NHI does what they wish, with no full human oversight, only “defense”—or, at best—“national” interests to guide the engagement. NHI secrecy relies on equivalent human secrecy and a disengaged public and that is exactly what we have. And that was the mistake—to bury this in 1947 and attempt to manage the visitation in secret, or worse parlay it to state advantage. It has backfired. And that is why the global public must be brought on board. A broad human awareness creates a very difficult operating environment for the NHI.
