It's complicated, but you are starting to get it: - Yes: the RPA Quadlock was banned in 2020, but ONLY version(s) with muzzle energy >10KJ. Scroll up over section mentioning RPA-Q in 2020-OIC and you'll see it falls under para 96. - Para 96 ONLY bans models >10KJ (while para 95 bans models with bore dia >2mm). These limits currently apply to models listed in 2020-OIC and those later added under its page 55 criteria. - These affected models are all listed in Firearms Reference Table, with prohibited versions (like the 50BMG version of the RPA-Q) appearing in short list of prohibited firearms. - 95 & 96 do not ban variants, as government experts repeatedly testified - unlike other paragraphs that explicitly ban variants of specific models. - The reason RPA-Q is listed in G46 is because G46 includes all *currently* banned weapons, under the same 95 & 96 rules (these models appear twice). - In other words, G46 would not have changed the classification of models already listed in or later added under 2020-OIC: versions that do not surpass 95 & 96 thresholds are and would have remained legal & non-restricted. - CCFR exploited complexity of file by LYING to gun owners, telling them G46 would have banned hunting versions of models covered by 2020-OIC - like RPA-Q, Ruger No 1, Weatherby Mark V, etc. - Also, nobody ever called for these to be banned.
