After @Willcsmithjr promised yesterday to bring #JuvenileJusticeReform to a vote this morning, JPR still hasn't taken up #HB1187, which passed the House with bipartisan support. Effective legislating requires standing firm when bullies try to make progress seem controversial.

For 2 years, experts presented evidence to legislators and advocates, who then debated and reached the bipartisan bill that is #HB1187. Its been stalled in JPR committee and @Willcsmithjr @jwaldstreicher @SenBillFerg haven't put it up for a vote. Kids in MD deserve better.
