#Breaking I fully support the Government's designation of #IRGC, #HAYI & GRU VC under the National Security (State Threats) Act 2026 which achieved Royal Assent only last week.. This is a vital step against #statethreats to the #UK. But it's taken far too long. We must now properly enforce these powers and adequately resource our security services & law enforcement to protect Britain.

The explosive attack on the #Liège synagogue on March 9, 2026, claimed by Harakat Ashab al-Yamin al-Islamiyya (#HAYI) — an Iranian-backed front operating on behalf of the #IRGC — has led to the arrest of Rachid Gahmi.
- Born in Morocco in May 1977, Gahmi is a well-known criminal figure in Liège, #Belgium, with a serious criminal record linked to organized crime.
- He is the main local suspect in the attack.
- Surveillance cameras captured a black Peugeot 207 delivering the explosive device, and investigators believe Gahmi was driving it.
- The attack was the first of 18 similar attacks claimed by HAYI across #Europe earlier in 2026.
- Gahmi fits an established playbook for hybrid warfare, which involves outsourcing violence to “disposable agents” — typically local criminals, gang members, and other deniable elements.
- Reposting below two relevant links on this arrest: 1) my detailed analysis for @WashInstitute on #Iran's hybrid warfare in Europe, and 2) the op-ed @ColinPClarke and I wrote for @washingtonpost on disposable agents and how Tehran is taking a page out of Moscow’s playbook for hybrid aggression in the West.

Another textbook example of #Russia's hybrid aggression through disposable agents aimed at sowing division in the #UK — a tactic mimicked more recently by Iran through its front group #HAYI (Harakat Ashab al-Yamin al-Islamiyya).
- Two men — Roman Lavrynovych (22, Ukrainian) and Stanislav Carpiuc (27, Romanian/Ukrainian-born) — were convicted yesterday at the Old Bailey of arson attacks on properties and a car in north #London linked to Prime Minister Sir Keir Starmer.
- A BBC investigation found the attacks were part of a Russian sabotage and provocation campaign run remotely via Telegram.
- Attacks (May 2025, Kentish Town):
- 8 May: Toyota RAV4 (ex-Starmer’s car) set on fire
- 11 May: House front door doused in accelerant & ignited
- 12 May: Similar attack on Starmer’s former family home (occupied by his sister-in-law)
- The pair were recruited and paid remotely via Telegram by a handler “EL” — identified by the BBC as Evgeny Lyukshin (23), son of a senior Russian diplomat.
- The same handler also ran fake groups — the far-right “Direct Action UK” and the bogus Islamist “Takbir Foundation” — to stoke hatred from both ends and let British society tear itself apart.
- Direct Action UK offered cash for attacks on mosques, police, etc., posted propaganda videos, and recruited for vandalism/arson.
- In London, 6 mosques and an Islamic school were vandalized in 2025 after the group offered payment for Islamophobic graffiti.
- Takbir Foundation posed as a Muslim organization encouraging “sacred graffiti”/vandalism in the UK and “jihad” support, with the real aim of provoking far-right backlash and division.
- As I detailed with @ColinPClarke in our @washingtonpost op-ed last week, this is Russia reviving Soviet-era “active measures” for the digital age — a playbook Iran is now eagerly copying: hire disposable agents to light the fuse, inflame societal vulnerabilities, and watch the target burn itself down.
- Rogue states need to know they’ll be punished for hybrid-style aggression in the West.

A quick summary for those who can’t access the full op-ed due to the paywall:
- The recent wave of attacks by Harakat Ashab al-Yamin al-Islamiyya (#HAYI) and the arrest of its alleged mastermind, Mohammad Baqer Al-Saadi, highlight a troubling reality: the West has become a permissive arena for rogue states to wage shadow wars with relative impunity.
- States like Iran and Russia are conducting low-cost destabilization campaigns across Europe (but also in North America) through their proxies and disposable agents because these operations have proven highly effective.
- Western response (often limited to light sentences, diplomatic wrist-slaps, and inconsistent enforcement) have so far largely failed to deter them.
- These operations, frequently paired with coordinated online propaganda and disinformation, do more than terrorize specific targets. They are designed to exploit and widen Europe’s existing societal fault line (polarization, integration failures, antisemitism, and political divisions) ultimately eroding trust in institutions and internal cohesion. As such, they demand a response proportional to the threat.
- Al-Saadi’s arrest is a significant tactical success, but it will not end the broader strategy. The West must now raise the cost for Tehran and Moscow dramatically (through aggressive sanctions, network disruptions, intelligence offensives, and clear red lines) or prepare for more aggressive hybrid warfare on its own streets.

- Glorifie les opérations militaires du CGRI dans le détroit d’Ormuz ;
- Met en scène des missiles portant des inscriptions appelant explicitement à la « vengeance» pour des « martyrs » ;
