Since the rise of Recep Tayyip Erdoğan to power, Turkey has undergone a dramatic transformation in its judicial and penal systems, resulting in a sharp increase in political repression through mass incarcerations. As of April 2024, the total prison population in Turkey has reached approximately 310,000 across 403 facilities, including nine designated solely for children. This surge is not merely the product of rising crime but is widely attributed to authoritarian practices that target dissenting voices, opposition figures, and members of civil society. Among the total incarcerated population, an estimated 40,000 individuals are considered political prisoners. These include journalists, academics, human rights defenders, opposition party members, and other critics of the government who have been imprisoned under vague and expansive anti-terrorism laws. This legal ambiguity allows for sweeping arrests and prosecutions, often with little to no credible evidence. Moreover, about 43,400 prisoners are currently held in pretrial detention. These individuals are imprisoned without any formal conviction, highlighting a systemic abuse of preventive detention that undermines the principle of presumed innocence. The Turkish judiciary, increasingly seen as an instrument of the executive branch, has been criticized for lacking independence and for facilitating politically motivated prosecutions. The human cost of these policies is not confined to freedom lost it extends to lives lost. Since 2002, over 5,300 prisoner deaths have been documented. Between 2018 and 2023 alone, 2,258 inmates died in Turkish prisons. In 2022, there were at least 73 deaths: 39 due to serious illness and 34 ruled as suicides. These deaths occur in a context of severely inadequate healthcare in the prison system. Inmates filed more than 10 million medical requests in 2023, yet only about 3.1 million were approved. That number dropped to just 1.2 million in 2024, indicating a staggering decline in access to basic medical services behind bars. These figures paint a grim picture of institutional decay and authoritarian overreach. The use of imprisonment as a tool to silence opposition, combined with neglect in prison healthcare, constitutes a clear violation of human rights and international legal standards. Despite repeated calls from human rights organizations and international observers, Turkey continues to justify these practices under the guise of national security, further entrenching authoritarianism under Erdoğan’s rule.
